How to Get Visa Sponsorship as an IT Program Manager
Lead with your PMP or Agile credentials
Certifications like PMP, PMI-ACP, or SAFe signal to employers that you meet the professional standard for the role, which strengthens the specialty occupation argument USCIS uses to evaluate H-1B petitions for program management positions.
Target employers with established H-1B filing histories
Large technology firms, defense contractors, and consulting companies sponsor IT Program Managers at significantly higher rates than mid-market employers. Use Migrate Mate to browse open roles filtered by sponsorship history and employer type.
Align your degree to the role description precisely
USCIS scrutinizes program management roles for specialty occupation status. A degree in computer science, information systems, or engineering directly mapped to the job duties in the offer letter significantly reduces the risk of an RFE.
Document the technical complexity of programs you've managed
Vague experience descriptions weaken H-1B petitions. Quantify portfolio size, team structures, and technical scope in your resume and support letter so the employer's attorney can build a clear specialty occupation argument around your role.
Understand how L-1A transfers apply to your situation
If you currently work for a multinational company overseas, an L-1A intracompany transfer is often faster than the H-1B lottery. IT Program Managers overseeing cross-border programs frequently qualify under the managerial or executive capacity criteria.

Is IT Program Manager considered a specialty occupation for H-1B purposes?
It depends on how the role is defined. USCIS has issued RFEs for program management roles where the position description was too broad or didn't require a specific bachelor's degree. Roles clearly tied to IT systems architecture, enterprise software delivery, or technical infrastructure are more defensible. The job posting and support letter must establish that a degree in a specific technical field is a normal minimum for the position.
What degree do I need for an employer to sponsor me as an IT Program Manager?
Most employers require a bachelor's degree in computer science, information systems, information technology, engineering, or a closely related field. A general business or management degree alone may not satisfy USCIS specialty occupation requirements without supplemental technical coursework or credentials. Some employers accept equivalent experience under the 3-for-1 rule, but this requires careful documentation and increases RFE risk.
Which employers commonly sponsor IT Program Managers for H-1B visas?
Large technology companies, federal IT contractors, and global consulting firms file the most LCAs for this title. Defense and government IT contractors are particularly active sponsors because they run long-duration programs requiring experienced managers. Browse current openings with sponsorship on Migrate Mate, where roles are filtered specifically for visa-sponsored positions in this field.
Can I use OPT extension or STEM OPT to work as an IT Program Manager while waiting for H-1B?
Yes, if your degree is in a STEM-designated field such as computer science, information systems, or engineering. STEM OPT extends work authorization by 24 months, giving you up to three years total to work after graduation. Your employer must be enrolled in E-Verify and you must be in a role that is directly related to your degree, which most IT Program Manager positions satisfy.
Are IT Program Manager H-1B petitions frequently challenged with RFEs?
Program management roles receive more RFEs than purely technical roles because USCIS sometimes views them as general management positions rather than specialty occupations. The strongest petitions include a detailed job duties breakdown showing the role requires theoretical and practical application of computer science or engineering knowledge, rather than general organizational or leadership skills alone.
What is the prevailing wage requirement for sponsored IT Program Manager jobs?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
