How to Get Visa Sponsorship as a Project Cost Manager
Lead with your degree field, not just your title
USCIS approves H-1B petitions for Project Cost Managers when the degree field directly ties to the role. A construction management, civil engineering, or quantity surveying degree strengthens your petition considerably more than a general business degree.
Target ENR 400 contractors and large owner-operators
Large general contractors and infrastructure owners like Bechtel, Turner Construction, and Fluor have established immigration programs and sponsor regularly. Smaller firms may be willing but lack the HR infrastructure to move quickly through the petition process.
Quantify project scale on your resume
Sponsoring employers and USCIS both respond to specificity. List project values, scope complexity, and team size managed. Cost managers who can show they've handled capital projects above $50 million stand out in a competitive sponsorship candidate pool.
Canadian and Mexican candidates should explore the TN visa
The TN visa is available to Canadian and Mexican nationals in engineering and management roles tied to qualifying USMCA categories. It requires no petition, no lottery, and can be processed at the border or port of entry with an employer offer letter.
Prepare a specialty occupation support letter from your employer
Ask your sponsoring employer to document why the role specifically requires a degree in cost management, engineering, or a related field. Vague job descriptions are the most common reason USCIS issues RFEs for Project Cost Manager petitions.
Australian nationals should ask employers about the E-3 visa
The E-3 visa is exclusively available to Australian citizens, carries no lottery, and renews indefinitely in two-year increments. Project Cost Manager roles easily satisfy the specialty occupation requirement, making E-3 one of the most reliable paths for Australian candidates.

Does a Project Cost Manager role qualify as a specialty occupation for H-1B purposes?
Yes, in most cases. USCIS evaluates specialty occupation status based on whether the position normally requires at least a bachelor's degree in a specific field. Project Cost Manager roles tied to construction, engineering, or capital project management consistently meet this standard, particularly when the employer's job description specifies a degree in construction management, civil engineering, or quantity surveying rather than any bachelor's degree.
What degree do I need for an employer to sponsor me as a Project Cost Manager?
A bachelor's degree in construction management, civil engineering, quantity surveying, or a closely related field gives you the strongest footing. Degrees in business or finance can support a petition if your coursework included cost estimating, project controls, or engineering economics, but USCIS scrutinizes broader degrees more closely. Relevant professional certifications like AACE's CCP or CCE can supplement a petition but don't replace the degree requirement.
How often do employers sponsor H-1B visas for Project Cost Managers?
Sponsorship is more common in this role than in general management positions because the specialty occupation requirement is easier to establish. Large engineering and construction firms, infrastructure owners, and project controls consultancies sponsor regularly. That said, not every employer has an active immigration program. Migrate Mate lists Project Cost Manager roles from employers who are open to or actively sponsoring visa candidates, which makes filtering for willingness straightforward.
Can I get an H-1B as a Project Cost Manager if my degree is from outside the United States?
Yes. USCIS accepts foreign degrees if they're equivalent to a U.S. bachelor's degree in a relevant field. You'll typically need a credential evaluation from a NACES-member organization confirming equivalency. A three-year Australian bachelor's degree in construction management or engineering is generally accepted as equivalent. A general three-year degree without a relevant field of study may require supplemental work experience to bridge the gap.
Is the Project Cost Manager role common in H-1B cap-exempt organizations?
Less so than in the private sector. Cap-exempt organizations, including universities and nonprofit research institutions, do hire project controls professionals for capital construction programs, but the volume is much lower than in engineering, construction, and energy firms. If you're subject to the H-1B lottery and don't get selected, cap-exempt employment is worth exploring, but the realistic sponsorship volume for this role sits in the private sector.
What is the prevailing wage requirement for sponsored Project Cost Manager jobs?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
