Join our team of globally connected specialists to help solve complex transport challenges and experience groundbreaking projects from idea to delivery, and beyond.
ROLE AND RESPONSIBILITIES
As our Southeast Maritime & Coastal business continues to expand, we’re seeking a Federal Program Manager to serve as the Contract Manager for GHD’s USACE Savannah District Civil Works IDIQ contract. In this role, you will lead the pursuit, capture, and execution of task orders—mining the IDIQ for opportunities, shaping winning strategies, and ensuring successful delivery from kickoff through closeout. You’ll be accountable for project level quality, safety, schedule, scope, and budget, while driving disciplined execution and clear, proactive communication with both clients and internal teams.
You will develop and implement project execution plans, guiding multi-discipline teams across a variety of projects. Your responsibilities will include financial oversight—forecasting, invoicing, and change management—to keep each project on track. You will identify and mitigate risks early, lead the preparation of robust cost estimates within delegated authorities, and manage client expectations through transparent updates and confident decision making. You will also cultivate strong relationships within the Savannah District to anticipate needs, position GHD effectively, and maximize the value of the IDIQ.
Beyond the Savannah District, you will support federal opportunity development across the South Atlantic Division contributing to pursuits and delivery. You will also engage in non-federal civil, environmental, and maritime projects in Savannah and across the Southeast, helping grow our footprint and diversify our portfolio. Above all, you’ll ensure every team member has the clarity, resources, and support they need to deliver successful outcomes.
This position will be based in Savannah, GA.

-
Personal Capability Building: Act as subject matter expert in an area of technology, policy, regulation, or operational management for the team. Maintain external accreditations and in-depth understanding of current and emerging external regulation and industry best practices through continuing professional development, attending conferences, and reading specialist media.

Align your credentials to GHD's sectors
GHD's Partnerships Manager roles span infrastructure, water, and environmental consulting. Frame your experience around client-facing business development in technical professional services, since a generalist BD background without sector relevance is harder to sponsor through PERM-based pathways.
Target GHD's open roles strategically
GHD posts Partnerships Manager openings across multiple regions and practice areas. Search by specific service line rather than job title alone, since requirements and sponsorship appetite can vary significantly between, say, an environmental practice hire and a transport advisory hire.
Confirm your visa category early in conversations
GHD has sponsored TN, F-1 OPT, and employment-based immigrant visa categories for professional roles. If you're on OPT, ask your recruiter during the first call whether the role supports CPT or OPT extension, so you're not negotiating authorization under a 60-day deadline.
Use Migrate Mate to identify active GHD openings
GHD's Partnerships Manager listings are spread across practice areas and regions. Use Migrate Mate to filter specifically for GHD roles that are open to visa sponsorship, so you're only spending time on positions where your work authorization situation is already a known fit.
Prepare a sponsorship-ready offer negotiation approach
Once you reach the offer stage, ask GHD's HR team directly whether they'll file an LCA with DOL before your start date. For EB-2 or EB-3 pathways, understanding whether PERM recruitment is already underway affects how you evaluate the timeline from offer to green card.
Document your specialty occupation case proactively
USCIS scrutinizes Partnerships Manager roles for H-1B eligibility because the title can appear generalist. Build a clear narrative that ties your specific degree, whether in business development, engineering, or a related field, directly to the technical consulting work the role requires at GHD.

Find Partnerships Manager at GHD JobsFrequently Asked Questions
Does GHD sponsor H-1B visas for Partnerships Managers?
GHD has sponsored employment-based visas for professional roles including EB-2 and EB-3 Green Card categories. For H-1B specifically, GHD's sponsorship depends on the role's specialty occupation eligibility and the hiring team's business case. Partnerships Manager titles can face USCIS scrutiny, so you'll want to clearly connect your degree and duties to a specialized field like engineering consulting or environmental services when the role is defined in your offer.
How do I apply for Partnerships Manager jobs at GHD?
Applications go through GHD's careers portal, where roles are listed by region and practice area. You can also find GHD Partnerships Manager openings filtered by visa sponsorship eligibility on Migrate Mate. When applying, tailor your resume to the specific service line, whether infrastructure, environment, or advisory, since GHD evaluates business development experience against the technical context of each practice.
Which visa types does GHD typically use for Partnerships Manager roles?
GHD has sponsored F-1 OPT, F-1 CPT, TN, J-1, and employment-based immigrant visa categories including EB-2 and EB-3. TN is an option for Canadian and Mexican nationals in qualifying professional categories. For longer-term sponsorship, GHD has supported Green Card filings through PERM labor certification, though the timeline from offer to permanent residence typically runs several years.
What qualifications does GHD expect for Partnerships Manager roles?
GHD generally looks for candidates with a bachelor's degree in a relevant field, such as engineering, environmental science, business, or a related discipline, combined with experience in client relationship management or business development within professional services or infrastructure consulting. Roles often require demonstrated ability to manage complex stakeholder relationships across project lifecycles, which also supports the specialty occupation case needed for employment-based visa filings.
How do I navigate the timeline between a GHD offer and my visa filing?
If you're on F-1 OPT, confirm your OPT expiration date before accepting an offer, since GHD will need to initiate the LCA filing with DOL before any H-1B petition goes to USCIS. For EB-2 or EB-3 pathways, PERM recruitment must be completed before USCIS filing, which adds months to the process. Raise your work authorization timeline in the offer discussion, not after signing.
