INTRODUCTION

Join us as we strive to ensure a sustainable future for our communities and the world we live in.
Become part of our global network of skilled engineers, scientists, auditors, planners and environmental specialists, all working together to leave this world better than we found it.
ROLE AND RESPONSIBILITIES
GHD has an opportunity for an Environmental Program Manager to join our Environmental Assessment and Remediation Group supporting major upstream projects. We are seeking self-motivated professionals with excellent technical skills, local regulatory knowledge, and values to build credible relationships with clients and the community. You'll need to be flexible in your approach to challenges and have a strong ability to think laterally in delivering technical solutions.
As Program Manager, you will be accountable for leading a value-stream ‘program of work’ within a portfolio delivery model. This role translates portfolio objectives into actionable delivery across multiple projects, provides program-level governance, and drives predictable execution through disciplined PMO practices (decision rights, performance management, change control, and risk mitigation) supported by consistent tools, processes, systems, and a common data environment.
This position leads the Upstream Production Field Support value stream, characterized by high-volume, repetitive, low-complexity work (sampling/reporting) across active production fields with basin- and state-specific regulatory requirements. Delivery emphasis includes rapid response and assessment workflows, streamlined reporting aligned with regulatory expectations, and strong coordination of field resourcing and regulatory engagement.
Working with an energetic and high performing team, this position offers a variety of work and will see you involved in:
- Interpret portfolio objectives and translate them into an actionable program plan delivered through projects and delivery teams.
- Establish and run program governance: clear decision rights, escalation paths, and time-bound issue resolution aligned to stage gates.
- Drive transparent, outcome-based performance management using governed dashboards and evidence-based reporting.
- Lead disciplined change control and risk management (single prioritized risk register with owners, actions, and escalation thresholds).
- Standardize and continuously improve systems, processes, toolkits, and data flows to enable repeatable delivery at scale.
- Coordinate cross-functional partners (delivery teams, SMEs, procurement, finance, HSE) and enable efficient onboarding within a unified framework.
- Oversee contract and commercial cadence (deliverable acceptance, invoice validation rules, dispute resolution, subcontractor flow-down requirements).
- Enable low-cost delivery and automation for repeatable work (clear handoffs, standardized work, and quality controls).
- Champion safety, environmental stewardship, and regulatory compliance as non-negotiable outcomes embedded in workflows.
Key responsibilities:
- Maintain regulatory compliance in active production settings while enabling operations through timely environmental support.
- Lead programmatic delivery across geographically dispersed sites; bundle work to improve field resourcing, scheduling, and regulatory reporting efficiency.
- Coordinate regulatory SMEs by basin/state and support early regulator engagement, advocacy, and consistent reporting expectations.
- Oversee program tools and controls such as compliance tracking by basin/regulatory authority, digital field data collection, and data visualization for program visibility.
- Implement early deviation detection and mitigation (cost, scope, compliance) and promote standardized billing, invoicing, and PO processes.
BASIC QUALIFICATIONS
- Demonstrated experience leading multi-project programs or value streams within a PMO-style governance model.
- Proven ability to establish decision rights, governance cadence, change control, and risk management practices.
- Experience working with regulated environmental, operational, or industrial programs with strong compliance expectations.
- Strength in performance management, financial oversight (forecast/variance), and partner/vendor/subcontractor governance.
- Strong communication skills and ability to lead integrated teams across multiple disciplines and geographies.
- Experience with digital field data collection, automated reporting workflows, and analytics dashboards used for compliance/performance monitoring.
- Background in Upstream field support programs (basin/state regulatory environments) and/or mining closure and waste management programs.
- Familiarity with structured delivery frameworks that embed assurance (verification, documentation, audit trails) into workflows.
Qualifications
- 10+ years of experience in the environmental market with a strong record of developing and implementing projects within the industry.
- Bachelor degree in a science- or engineering-related field.
- Professional Registration (Engineer or Geologist) is a plus.
This position requires pre-employment medical and drug screenings, to the extent allowable by applicable law, and employment is contingent upon successfully completing the pre-employment screenings.
Benefits:
- 401K - Employees are eligible to participate on the first day of the month following 3 months of service.

Frame your credentials around GHD's project sectors
GHD works across water, energy, environment, and infrastructure. When positioning your resume, align your Program Manager experience to one of these verticals. Consulting firms assess candidates by sector fit, not just management credentials.
Identify which visa pathway fits your situation
GHD sponsors F-1 OPT, TN, J-1, EB-2, and EB-3. If you're on OPT, confirm your STEM extension eligibility before applying. TN candidates should have their job offer letter reflect a qualifying NAFTA profession before the offer is finalized.
Target GHD's largest regional offices first
GHD's U.S. hiring for Program Managers clusters around offices in states with major infrastructure programs. Applying to roles in these high-volume locations increases your chances of landing a team actively filling headcount with sponsorship-ready candidates.
Clarify sponsorship intent before final interviews
In consulting firms, hiring decisions often involve multiple approvals. Ask your recruiter directly whether the specific role and business unit have budget and HR approval for sponsorship. Vague confirmation late in the process creates delays or reversals.
Build your application around Migrate Mate
Search Migrate Mate to filter GHD's open Program Manager roles by visa type. This lets you prioritize positions that match your current status, avoiding roles where sponsorship eligibility is uncertain or misaligned with your timeline.
Understand PERM timing if pursuing permanent residency
If GHD sponsors your EB-2 or EB-3, the PERM labor certification process through DOL adds months before USCIS can adjudicate your immigrant petition. Factor this into your planning if your OPT or other status has a hard expiration window.
Frequently Asked Questions
Does GHD sponsor H-1B visas for Program Managers?
GHD's sponsorship history for Program Managers includes employment-based immigrant visa categories like EB-2 and EB-3, as well as nonimmigrant categories such as TN visa and F-1 OPT. While H-1B visa sponsorship is not prominently reflected in GHD's recent Program Manager filings, it's worth asking the recruiter directly whether the specific role qualifies, since sponsorship decisions can vary by business unit and project need.
Which visa types are commonly used for Program Manager roles at GHD?
GHD has sponsored Program Managers under F-1 OPT, F-1 CPT, TN, J-1 visa, EB-2, and EB-3 categories. F-1 OPT is common for recent graduates entering consulting. TN is available to Canadian and Mexican nationals in qualifying professional categories. EB-2 and EB-3 reflect GHD's willingness to support longer-term immigration pathways for experienced hires in this function.
What qualifications or experience does GHD expect for Program Manager roles?
GHD Program Manager roles typically require a degree in engineering, environmental science, project management, or a related technical field, combined with demonstrated experience leading complex, multi-stakeholder projects. PMP certification strengthens your application. GHD values sector-specific exposure in water, infrastructure, or energy consulting, and client-facing delivery experience is weighted heavily in the selection process.
How do I apply for Program Manager jobs at GHD?
You can browse and apply for GHD Program Manager roles directly through Migrate Mate, which filters open positions by visa type so you can target roles aligned with your sponsorship situation. GHD's application process typically involves an initial recruiter screen, a technical or competency-based interview, and a final panel interview. Have your project portfolio and stakeholder management examples ready before you reach the interview stage.
How do I time my application around GHD's sponsorship and filing process?
If you're on F-1 OPT, apply with enough runway to allow for offer negotiation, LCA filing with DOL, and any USCIS processing before your authorization expires. For TN candidates, sponsorship can move faster since TN status is obtained at the port of entry without USCIS adjudication. For EB-2 or EB-3 pathways, expect the PERM labor certification process to add significant lead time before your petition reaches USCIS.
