INTRODUCTION
There’s no pledge more important than the one we make to look after our environment, and we’re committed to helping you do exactly that.
Join us as we strive to ensure a sustainable future for our communities and the world we live in.
Become part of our global network of skilled engineers, scientists, auditors, planners and environmental specialists, all working together to leave this world better than we found it.
ROLE AND RESPONSIBILITIES
GHD has an opportunity for an Environmental Program Manager to join our Environmental Assessment and Remediation Group supporting major upstream projects. We are seeking self-motivated professionals with excellent technical skills, local regulatory knowledge, and values to build credible relationships with clients and the community. You'll need to be flexible in your approach to challenges and have a strong ability to think laterally in delivering technical solutions.
As Program Manager, you will be accountable for leading a value-stream ‘program of work’ within a portfolio delivery model. This role translates portfolio objectives into actionable delivery across multiple projects, provides program-level governance, and drives predictable execution through disciplined PMO practices (decision rights, performance management, change control, and risk mitigation) supported by consistent tools, processes, systems, and a common data environment.
This position leads the Upstream Production Field Support value stream, characterized by high-volume, repetitive, low-complexity work (sampling/reporting) across active production fields with basin- and state-specific regulatory requirements. Delivery emphasis includes rapid response and assessment workflows, streamlined reporting aligned with regulatory expectations, and strong coordination of field resourcing and regulatory engagement.
Working with an energetic and high performing team, this position offers a variety of work and will see you involved in:
- Interpret portfolio objectives and translate them into an actionable program plan delivered through projects and delivery teams.
- Establish and run program governance: clear decision rights, escalation paths, and time-bound issue resolution aligned to stage gates.
- Drive transparent, outcome-based performance management using governed dashboards and evidence-based reporting.
- Lead disciplined change control and risk management (single prioritized risk register with owners, actions, and escalation thresholds).
- Standardize and continuously improve systems, processes, toolkits, and data flows to enable repeatable delivery at scale.
- Coordinate cross-functional partners (delivery teams, SMEs, procurement, finance, HSE) and enable efficient onboarding within a unified framework.
- Oversee contract and commercial cadence (deliverable acceptance, invoice validation rules, dispute resolution, subcontractor flow-down requirements).
- Enable low-cost delivery and automation for repeatable work (clear handoffs, standardized work, and quality controls).
- Champion safety, environmental stewardship, and regulatory compliance as non-negotiable outcomes embedded in workflows.
Key responsibilities:
- Maintain regulatory compliance in active production settings while enabling operations through timely environmental support.
- Lead programmatic delivery across geographically dispersed sites; bundle work to improve field resourcing, scheduling, and regulatory reporting efficiency.
- Coordinate regulatory SMEs by basin/state and support early regulator engagement, advocacy, and consistent reporting expectations.
- Oversee program tools and controls such as compliance tracking by basin/regulatory authority, digital field data collection, and data visualization for program visibility.
- Implement early deviation detection and mitigation (cost, scope, compliance) and promote standardized billing, invoicing, and PO processes.
BASIC QUALIFICATIONS
- Demonstrated experience leading multi-project programs or value streams within a PMO-style governance model.
- Proven ability to establish decision rights, governance cadence, change control, and risk management practices.
- Experience working with regulated environmental, operational, or industrial programs with strong compliance expectations.
- Strength in performance management, financial oversight (forecast/variance), and partner/vendor/subcontractor governance.
- Strong communication skills and ability to lead integrated teams across multiple disciplines and geographies.
- Experience with digital field data collection, automated reporting workflows, and analytics dashboards used for compliance/performance monitoring.
- Background in Upstream field support programs (basin/state regulatory environments) and/or mining closure and waste management programs.
- Familiarity with structured delivery frameworks that embed assurance (verification, documentation, audit trails) into workflows.
Qualifications
- 10+ years of experience in the environmental market with a strong record of developing and implementing projects within the industry.
- Bachelor degree in a science- or engineering-related field.
- Professional Registration (Engineer or Geologist) is a plus.
This position requires pre-employment medical and drug screenings, to the extent allowable by applicable law, and employment is contingent upon successfully completing the pre-employment screenings.
Benefits:
- 401K - Employees are eligible to participate on the first day of the month following 3 months of service.

Frame your credentials for U.S. specialty occupation standards
GHD's Program Director roles require demonstrated leadership of complex, multi-disciplinary projects. Before applying, document how your qualifications align with USCIS specialty occupation criteria, specifically the direct relationship between your degree field and program management in engineering or infrastructure consulting.
Target GHD's infrastructure and water sector openings
GHD's Program Director hiring concentrates in sectors like water, environment, and transportation infrastructure. Positioning your background in these verticals, rather than applying broadly, improves your fit signal and signals alignment with the portfolios where GHD actively places senior international hires.
Clarify sponsorship scope before accepting an offer
GHD sponsors multiple visa types including EB-2, EB-3, and TN. Before signing, confirm in writing which pathway applies to your situation, who covers the USCIS filing fees, and whether premium processing is available for your category.
Understand how TN status works for consulting directors
If you're Canadian or Mexican, TN status can get you to work quickly without a cap or lottery. For a Program Director title at a consulting firm, be prepared to document how your role maps to a qualifying TN occupation category, since broad management titles can draw scrutiny at the port of entry.
Build your PERM case with client project documentation
If GHD sponsors you for an EB-2 or EB-3 Green Card through PERM, DOL requires evidence of a bona fide job requirement. Collect performance reviews, project scopes, and client deliverables that demonstrate the specialized nature of your role throughout your tenure.

Frequently Asked Questions
Does GHD sponsor H-1B visas for Program Directors?
GHD's primary sponsorship pathways for Program Directors are EB-2, EB-3, TN visa, and F-1 OPT rather than H-1B visa. If you're counting on H-1B sponsorship specifically, confirm this directly with GHD's recruiting team during the offer stage, as sponsorship availability can vary by business unit and location. For TN visa-eligible candidates, GHD is often a more straightforward path.
How do I apply for Program Director jobs at GHD?
Applications go through GHD's careers portal, where Program Director roles are listed by sector and region. You can also find and filter GHD Program Director openings by visa sponsorship type on Migrate Mate, which saves time if you need to confirm sponsorship eligibility before investing in a full application. Tailoring your application to GHD's infrastructure or environmental service lines increases relevance.
Which visa types does GHD commonly use for Program Director roles?
GHD sponsors Program Directors through EB-2 and EB-3 for permanent residence pathways, TN status for Canadian and Mexican nationals, and F-1 OPT or CPT for recent graduates transitioning into senior roles. J-1 visa is also supported in select cases. The right category depends on your nationality, degree, and how the specific role is classified internally.
What qualifications does GHD expect for Program Director positions?
GHD Program Director roles typically require a bachelor's or master's degree in engineering, environmental science, or a related technical discipline, combined with substantial experience leading multi-disciplinary project teams in a consulting environment. Candidates with sector-specific experience in water, transportation, or energy infrastructure and a history of client-facing delivery are consistently prioritized over generalist management backgrounds.
How do I plan my timeline if GHD is sponsoring my work visa?
Timeline depends on your visa category. TN status can be issued at the port of entry or by CBP, often within days. EB-2 and EB-3 Green Card processes through PERM can take one to three years or longer depending on your country of birth and priority date. If you're on F-1 OPT, you have up to 12 months of work authorization, extendable to 36 months for STEM graduates, to start and complete a sponsorship filing.
