Our Natural Resources & Impact Assessment Group provides environmental impact documentation and permitting services for a broad range of interesting clients and projects, working across multiple geographies and market sectors. Our team provides environmental impact documentation and permitting services for a broad range of interesting clients and projects, working across multiple geographies throughout California and the Pacific. Our work extends across a diverse range of market sectors, including transportation (ports, road, rail, and transit), utilities, local development, energy, mining, and coastal restoration.
GHD is seeking an experienced Senior Environmental Planner/Project Manager to support environmental review and permitting efforts for complex projects, with a primary focus on Northern California and the North Coast region. The ideal candidate will have significant experience managing CEQA and NEPA processes, coordinating environmental technical studies, and working closely with clients, subconsultants, and regulatory agencies. This position is based in Eureka, California, or any of our offices in California.

Responsibilities:
- Project Delivery: Coordinate and prepare documentation, including environmental impact analyses in accordance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA); environmental technical studies and reports including for biological resources, special status species, and other environmental resources; and federal, state, regional, and local agency regulatory permitting applications.
- Client-facing contract and collaborative project manager overseeing multi-disciplinary environmental delivery for a diverse range of project types.
- Coordinate mitigation planning, implementation, and monitoring.
- Contribute to proposal pursuits with new and existing clients throughout California and the Pacific. Maintain positive company relations with existing clients and develop new clients. Manage and prepare proposals for new task orders under existing on-call contracts, including the development of related marketing materials and fee proposals for environmental tasks.
- Provide senior technical expertise regarding natural resources and impact assessments; be generally recognized as a leader or emerging leader in our environmental practice.
- As project manager, supervise CEQA and NEPA processes, and manage environmental assessments and specialized studies for medium-to-large, complex, or controversial projects. Drive project schedules and oversee budgets.
- Conduct research and coordinate with public and private clients, internal and external engineering partners, technical subconsultants, and regulatory/resource agencies.
- Perform billable work on projects per established goals and manage project financials successfully for environmental tasks. Responsible for project excellence, including communication, client management, and fiscal management.
- Work as part of a multi-disciplinary team.
- May perform other project or non-project related tasks as appropriate.
ADDITIONAL RESPONSIBILITIES:
- Stakeholder Engagement: Develop stakeholder engagement by identifying stakeholders; by finding out their needs, issues, and concerns; and by reacting to these needs, issues, and concerns to support the communication of business information and decisions.
- Personal Capability Building: Act as subject matter expert in an area of technology, policy, regulation, or operational management for the team. Maintain external accreditations and in-depth understanding of current and emerging external regulation and industry best practices through continuing professional development, attending conferences, and reading specialist media.
- Operational Compliance: Monitor and review performance and behaviors within area of responsibility to identify and resolve noncompliance with the organization's policies and relevant regulatory codes and codes of conduct.
- Information and Business Advice: Provide specialist advice on the interpretation and application of policies and procedures, resolving complex or contentious queries and issues and enabling others to take appropriate actions.
- Data Collection and Analysis: Use data from a wide range of sources to analyze key themes and identify possible impacts on the business.
Education
- BA/BS or higher, in environmental sciences, environmental studies, environmental science, biology or marine biology, fisheries, planning, geography, public administration, or a related field. Master's Degree a plus.
- Professional certifications are a plus.
Experience
- Minimum 10 years of experience providing most or all essential duties and responsibilities noted above, with emphases on project management and previous experience in business development.
- Contract and project management with an emphasis on client delivery.
- Technical expertise in CEQA, NEPA, permitting, and mitigation planning and implementation.
- Familiarity with federal and state environmental regulations.
- Excellent verbal and written communication skills.
- Strong analytical, organizational, time management, and problem-solving skills.
- Strong work ethic, team player, and ability to work on several projects or issues simultaneously.
- Commitment to producing quality work within established budgets and schedules.
- Proficiency with Microsoft Word, Excel, and other MS Office Suite software, and internet research applications. Experience with Salesforce, Power BI, and/or BST is also a plus.
