Position Purpose
The Chief Talent Officer plays a critical leadership role in shaping and executing the District's people strategy. Reporting as a senior leader, this position oversees the full scope of Human Resources functions, with a strong emphasis on talent recruitment and retention, workforce strategy, professional development, organizational culture, and compliance.
The Chief Talent Officer will work across departments and with key internal and external stakeholders to ensure the District attracts, develops, and retains high-quality talent aligned to FWISD's strategic priorities. This leader will bring both strategic vision and operational rigor to help build an effective, compliant, and service-oriented talent function.
ESSENTIAL JOB FUNCTIONS
Talent Strategy and Human Resources Leadership
- Manages and directs program activities related to overall Human Resources functions, with an emphasis on talent recruitment and retention, professional development, and culture change initiatives.
- Develops and implements a comprehensive workforce strategy aligned to the District's strategic goals.
- Provides leadership across core Human Resources disciplines, including compensation, performance management, benefits, and work-life effectiveness.
- Implements quality practices, including benchmarking and measurement systems, to strengthen service delivery and outcomes.
Compliance and Operational Excellence
- Develops recommendations and systems to ensure compliance with federal and state laws, regulations, and School Board policies related to personnel.
- Ensures district hiring and employment practices comply with applicable TEA requirements and FWISD Board policy, including credential and certification verification where required, criminal history checks and fingerprinting, and required reporting obligations.
- Implements and monitors executive hiring process controls required by Board policy, including minimum posting windows, screening committee use and objective selection methods for exempt roles, nepotism and immediate-family safeguards, and senior staff Board notification protocols prior to public announcement.
- Collaborates with technical partners to ensure the successful implementation and maintenance of human resource management systems and other technology tools that streamline HR services.
Stakeholder Collaboration and Strategic Projects
- Fosters collaboration with major constituencies, including senior management, academic and non-academic staff, business and community partners, and the general public.
- Partners with key stakeholders to build consensus and develop innovative solutions to talent and organizational challenges.
- Directs special projects and strategic initiatives as assigned.
Supervisory Responsibilities
- Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.
