Job Summary:
The University Counsel and Title IX Coordinator is responsible for overseeing institutional compliance with Title IX of the Education Amendments of the 1972 Civil Rights Act (“Title IX”), the Violence Against Women Act Reauthorization of 2013 (“VAWA”), the Campus Sexual Violence Elimination Act (“Campus SaVE”), and other related federal and state laws. In addition, this position serves as the University Counsel. In discharging the duties of the position, the University Counsel and Title IX Coordinator works closely with the Office of Community Standards, Office of the Provost, Department of Human Resources, and other University administrators.

Duties and Responsibilities:
- Serves as the university’s subject-matter expert on requirements of and compliance with Title IX, VAWA, Campus SaVE, and related federal and state laws.
- Oversees all Title IX complaints and reports of sex-based discrimination, sexual harassment, sexual violence, and related allegations of sexual misconduct as they impact students or the academic environment. Identifies and addresses any systemic problems relating to complaints and works with other departments to ensure Title IX policies are communicated to all constituencies.
- Coordinates the University’s Title IX efforts, including the development, implementation, and monitoring of appropriate disclosures, policies, procedures and practices designed to comply with federal and state legislation, regulation, and case law requiring the prompt and equitable resolution of Title IX complaints.
- Investigates and ensures timely resolution of all reports of sex-based discrimination, sexual misconduct, sexual harassment, domestic violence, dating violence, and stalking involving members of the University community.
- Responsible for developing and facilitating educational opportunities (programs/events) related to Title IX and appropriate reporting requirements, prevention of and response to sexual misconduct, sexual harassment, domestic violence, dating violence, and stalking.
- Establishes, communicates, and maintains University complaint process, grievance procedures, available resources, supportive measures, and reporting and resolution options.
- Provides assistance in the development and implementation of bias-free University policies and procedures pertaining to Title IX programs which enable the University to maintain compliance with applicable laws, regulations, US Codes, etc.
- Communicates with law enforcement personnel and other relevant JSU administrators to assure that reports and complaints of sex-based discrimination, sex-based harassment, sexual assault, domestic violence, dating violence, stalking, and related misconduct are handled appropriately.
- Prepares and maintains reports and statistical data relative to the various areas of responsibility and in compliance with applicable laws, regulations and US Codes.
- Collaborates with the University’s Public Safety Department of Safety to ensure accuracy in reporting annual crime statistics, as required by the Jeanne Clery Act.
- Chairs the University’s Title IX Task Force Committee, serves on the Behavioral Intervention Team and other committees as requested by the University.
- Initiates and directs investigations to resolve complaints related to discrimination and harassment based upon prohibited behaviors as defined by Title IX.
- Fosters collaboration, respect, and cooperation in the University community by encouraging all members to respect each other’s contributions without regard to sex, gender, gender identity and sexual orientation.
- Demonstrates commitment to multicultural competency and initiatives to advance the success of underrepresented groups.
- Participates in self-directed professional reading, develops professional contacts with colleagues, and attends professional development courses and trainings to ensure a full understanding of the legal requirements and best practices related to compliance with federal, state, and local regulations, Title IX, VAWA, Campus SaVE, and other related federal and state laws.
- Assist and collaborate with the Chief University Counsel in providing legal counsel and ensuring institutional compliance with applicable laws and regulations, including those related to contracts, procurement and competitive bidding, open meetings, public records, and university policy development and governance; support the management of litigation; perform legal research as directed; and execute other duties as assigned by the Chief University Counsel.

Required Minimum Qualifications:
- Juris Doctorate
- Member of good standing in the Alabama Bar Association
- experience in investigating or prosecuting allegations of sexual misconduct and/or domestic violence, and
- experience in working with victims of sexual misconduct, domestic violence, and/or other types of trauma
Preferred Qualifications:
- at least three (3) years of full-time equivalent experience in EEO/ADA or Title IX compliance resolution
