Summary of Position:The Administrator of Development and Data is responsible for leading the software development and data operations functions of the Chester County Intermediate Unit. This position oversees the development and support of technology solutions, management of organizational data, reporting and analytics, and integration of business systems.
The Administrator works with internal departments, school district partners, vendors, and state agencies to ensure technology systems and data services support organizational goals, decision-making, operational efficiency, and compliance requirements.
Dimensions and Organizational Relationships of Position:The Administrator of Development and Data Operations:
- Reports directly to the Chief Technology Officer (CTO)
- Works closely with CCIU leadership, staff, school district partners, vendors, and state agencies to support organizational technology and data needs.
- Provides leadership and oversight for software development, data management, reporting, system integrations, and related technology services.
- Responsible for planning, directing, and evaluating the work of the Development and Data Operations department. This includes establishing departmental priorities, supporting organizational initiatives, and ensuring effective delivery of services.
- Identifies and resolves operational and strategic issues affecting technology applications, data systems, and reporting processes.
- Provides guidance and recommendations related to technology solutions, data management practices, system integrations, and vendor services.
- Consults with the CTO on matters that have significant organizational, financial, operational, or strategic impact.
Essential Duties and Program Responsibilities:- Provide leadership and oversight for the design, development, implementation, maintenance, and support of software applications that support organizational and customer needs.
- Establish and maintain standards for data quality, privacy, security, access management, and compliance with applicable regulations and organizational policies.
- Lead the planning, implementation, and support of technology integrations and system improvements that enhance efficiency, accuracy, and data accessibility across the organization.
- Provide supervision, direction, and support to departmental staff. Develop goals, priorities, budgets, and strategic initiatives that align with organizational objectives.
- Manage technology-related projects, vendor relationships, contracts, and service agreements associated with software development, data operations, and technology solutions.

- Education: Bachelor's degree or higher in a technology field
- Experience: Minimum of five (5) years of administrative and/or supervisory experience leading teams, projects, and organizational initiatives with specific experience in K-12 education or the public sector preferred. Technical Competencies- Demonstrated experience leading software development, application support, and technology solution delivery.
