Job Description
Turner & Townsend is looking for a Director of Program Management to join our US Infrastructure team. This individual will be leading a multibillion-dollar aviation program. The ideal individual will be an aviation construction expert and a strong track record for leading successful teams and programs.
Responsibilities:
- Develop overall guidelines for program level chartering and partnering.
- Develop and recommend the master schedule, sequencing, interface milestones and critical path elements.
- Oversee the integration of all projects within the program.
- Develop and recommend the program budget, cash flow and financial plan.
- Develop the work plan that forms the Program Management Plan (PMP).
- Review, critique and submit for approval process implementation plans as developed by the support team.
- Manage the development of design definition documents. Review, critique, and submit for approval all program definition documents.
- Manage estimating and life cycle (total cost of ownership) asset costing, including contingency methodology and estimate evolution through the program lifecycle. Review and approve all Market Analysis reports.
- Develop and submit for approval change management and impact mitigation strategies throughout the life of the program. This includes, but is not limited to scope, cost, schedule control, and cost reduction initiatives. Establish protocols for Configuration Management.
- Develop the set of controls to assure team performance against the Program baseline metrics.
- Develop protocols and guidelines for the program Diversity Compliance, Monitoring and Reporting.
- Establish the metrics and basis for progress reporting against the Program, Projects, and Contracts. Reporting shall include Performance Measurement, Forecasting, Trending, Issues, Actions, Progress and Overall Status.
- Manage design assignments for every design package, whether performed in-house or contracted out, holding to approved scope, budget, schedule and quality.
- Manage compliance with all applicable codes and standards for the program.
- Provide oversight and ensure compliance with all relevant Codes.
- Establish CADD and BIM framework, environment, policy and procedures.
- Develop the Design Management guidelines, policy and procedures.
- Establish constructability review guidelines and protocols. Approve constructability review recommendations.
- Develop program guidelines and protocols for cost reduction initiatives. Review project-level cost reduction recommendations.
- Develop sustainability program guidelines, practices and protocols. Approve project level sustainability recommendations.
- Approve project level operability and maintainability recommendations.
- Review project level diversity recommendations.
- Review design progress and approve recovery plans.
- Manage construction assignments for every construction project, holding to approved scope, budget, schedule and quality.
- Approve project level safety recommendations and corrective actions.
- Establish the program level framework for Construction Quality Control.
- Approve quality recommendations and corrective actions. Approve project level Quality Assurance plans.
- Coordinate at a program level with authorizing agencies regarding required permitting.
- Develop overall Program Site Logistics and Phasing Strategy. Approve Logistics and Phasing recommendations.
- Develop the Construction Management guidelines, policy and procedures.
- Review project level diversity recommendations.
- Review construction progress and approve recovery plans.
- Review the claims resolutions recommendations.
- Collaborate with appropriate internal and external stakeholders to achieve consent. Review all Beneficial Use recommendations.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
- Bachelor’s degree (M.S. or MBA preferred).
- Minimum of (15) years of demonstrated capital program leadership experience.
- Experience managing an integrated team on large complex and multi-phase capital civil infrastructure programs in the US, consisting of multiple project elements.
- Knowledge of multiple project delivery methods.
- Proven track record of leading programs of $1 billion or greater.
- Demonstrated experience providing leadership of a team in an integrated project delivery organization.
- Demonstrated experience in negotiating multi-million-dollar contracts as part of a multi-billion-dollar program.
- Proven track record of following through on commitments.
- Demonstrated experience in delivering major capital programs successfully (on budget, on time, meeting safety and quality standards within approved scope).
- Proven track record of partnering and issues resolution.
- Demonstrated excellent communications, presentation and written skills.
- Aviation experience within construction is required.
