E-3 Visa HR Consultant Jobs
HR Consultant roles in the U.S. qualify for E-3 visa sponsorship when the position requires a bachelor's degree in human resources, business, or a related field. The E-3 has no lottery and no annual cap, making it far more accessible than H-1B for Australian professionals moving into U.S. HR roles.

Known for its beautiful campus, world-class medical care, commitment to the arts and top athletic programs, Carolina is an ideal place to teach, work and learn. One of the best college towns and best places to live in the United States, Chapel Hill has diverse social, cultural, recreation and professional opportunities that span the campus and community. University employees can choose from a wide range of professional training opportunities for career growth, skill development and lifelong learning and enjoy exclusive perks for numerous retail, restaurant and performing arts discounts, savings on local child care centers and special rates on select campus events. UNC-Chapel Hill offers full-time employees a comprehensive benefits package, paid leave, and a variety of health, life and retirement plans and additional programs that support a healthy work/life balance.
Primary Purpose of Organizational Unit
The Office of the Vice Chancellor for Research (OVCR) oversees, develops, supports, and grows UNC-Chapel Hill’s $1 billion research enterprise. The offices reporting to the OVCR set strategic priorities for research, manage proposals and awards, provide research infrastructure, identify funding opportunities, develop research teams and partnerships, oversee regulatory compliance, and communicate the impact and value of the University’s research enterprise. The OVCR enables research endeavors for faculty, students, and scholars; encourages interdisciplinary research collaboration across campus; and fosters expansion and diversification of the University’s sponsored research portfolio by collaborating with foundations, federal agencies, corporations, and the state and federal governments. The Vice Chancellor for Research also oversees multiple pan-University, multidisciplinary research centers and institutes.
Position Summary
Internal posting for permanent and SHRA time-limited employees of UNC-Chapel Hill only.
This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.
The primary purpose of the Human Resource Consultant is to act as an HR Consultant within the Office of the Vice Chancellor for Research HR Service Center (OVCR HRSC). The Consultant must be able to articulate the relationship between such policies and unit needs.
The Consultant will frequently interact and coordinate HR activity within the assigned work unit(s) with key University central offices, to include the Office of Human Resources (OHR), the University Compliance Office, and University Payroll Services. The Consultant will function as a generalist covering the broad range of human resources subject matter areas including classification and compensation, recruitment and hiring, employee relations, leave administration, and handling very basic benefits inquiries in consultation, as appropriate with the University’s Benefits Department. This position, along with the other HR Consultants in the OVCR HRSC, will have final Division Level approval authority on all HR actions.

Translate your Australian HR credentials
Your Australian HR qualifications need to map clearly to U.S. specialty occupation standards. A degree in human resources, industrial relations, or organisational psychology from an Australian university is recognised, but frame your transcript and credentials around the specific DOL specialty occupation criteria.
Target employers with established HR functions
Focus on mid-to-large companies with dedicated HR or people operations teams. These employers already have processes for filing LCAs with the DOL and are far less likely to balk at E-3 sponsorship paperwork than firms where HR is handled informally by a generalist.
Address dual intent proactively at interview
HR Consultant roles often involve sensitive workforce decisions, and some U.S. hiring managers wrongly assume sponsorship signals instability. Clarify upfront that the E-3 is renewable indefinitely and requires no lottery, which removes the uncertainty employers associate with H-1B sponsorship.
Verify the job description before accepting an offer
The role must require a specific bachelor's degree to qualify as a specialty occupation. A title like HR Consultant paired with a description that only requires 'any degree' or 'equivalent experience' can get your LCA rejected by the DOL. Tighten the job description with your employer before filing.
Use Migrate Mate's E-3 filing service for your LCA
The LCA must be certified by the DOL before you can attend your consulate appointment. Use Migrate Mate's E-3 filing service to handle your LCA and visa paperwork so nothing stalls between your offer acceptance and your start date.
Search for HR roles with E-3 sponsorship on Migrate Mate
Generic job searches rarely surface roles where E-3 sponsorship is already confirmed. Migrate Mate filters specifically for employers open to E-3 sponsorship, saving you from spending weeks on applications at companies that won't file an LCA for Australian candidates.

Find HR Consultant JobsHR Consultant E-3 Visa: Frequently Asked Questions
How do I find HR Consultant jobs with E-3 sponsorship?
Migrate Mate is the most direct way to search for HR Consultant roles where employers are already open to E-3 sponsorship. Standard job searches don't filter by visa type, so you end up screening companies manually. Migrate Mate surfaces roles matched to E-3 eligibility, which cuts out most of that guesswork for Australian professionals.
How much does it cost to get an E-3 visa?
Migrate Mate's E-3 filing service covers the entire process for $499, including the Labor Condition Application, visa document preparation, and consulate appointment guidance. Traditional immigration lawyers charge $2,000–$5,000+ for the same work. The E-3 has less paperwork than most work visas, so paying thousands for legal help is usually unnecessary.
Does an HR Consultant role qualify as a specialty occupation for the E-3?
Yes, provided the position genuinely requires a bachelor's degree in a specific field such as human resources, business administration, or organisational psychology. Roles where any degree is accepted, or where the employer would hire a candidate with only experience and no degree, are harder to certify. The job description has to establish that the degree requirement is real, not aspirational.
How does the E-3 compare to H-1B for HR Consultants?
For Australian professionals, the E-3 is significantly more practical. There is no lottery, no annual cap, and no waiting period tied to a registration date. You can apply as soon as you have a job offer and a certified LCA. The H-1B requires lottery selection in April with an October 1 start date at the earliest, meaning a U.S. HR role could sit unfilled for six months or longer.
Can I change employers on an E-3 as an HR Consultant?
Yes, but each new employer must file a fresh LCA with the DOL and your new E-3 documentation must be in order before you start in the new role. Unlike H-1B portability rules, there is no carry-over period, so the timing of your consulate appointment or status change matters. Plan the transition around your LCA certification timeline, not just your notice period.
