E-3 Visa Program Development Manager Jobs
Program Development Manager roles qualify for E-3 visa sponsorship as specialty occupations requiring a bachelor's degree in education, public administration, nonprofit management, or a related field. Get Access To All JobsTips for Finding E-3 Visa Sponsorship as a Program Development Manager
Frame your Australian credentials for U.S. employers
A three-year Australian bachelor's degree is generally accepted as equivalent to a U.S. four-year degree for E-3 purposes. Get a credential evaluation letter ready before you apply so employers don't stall on sponsorship over degree-length concerns.
Target nonprofits, universities, and government contractors
Program Development Manager roles are concentrated in mission-driven organizations that routinely sponsor international hires. These employers already have HR processes for LCA filings and are less likely to treat E-3 sponsorship as an obstacle during hiring.
Search Migrate Mate for E-3-ready program management roles
Use Migrate Mate to find Program Development Manager positions where employers have active E-3 or H-1B filing history. Migrate Mate's E-3 filing service handles your LCA and visa paperwork end-to-end once you have an offer.
Confirm your job title meets specialty occupation requirements
The DOL's LCA certification hinges on the role requiring a degree in a specific field. Program development positions that accept any bachelor's degree regardless of field can face specialty occupation challenges, so review the job description with your employer before filing.
Ask your employer to file the LCA before your start date
The employer must file and receive a certified LCA from DOL before you can attend your consulate appointment. Build at least two to three weeks of LCA processing time into your negotiated start date so certification delays don't push back your first day.
Gather program impact documentation for your visa interview
Consular officers assessing Program Development Manager applications want evidence that the role is genuinely specialty-level work. Bring grant portfolios, program outcome reports, or organizational charts that show the degree-level complexity your position requires.

Find Program Development Manager JobsProgram Development Manager E-3 Visa: Frequently Asked Questions
Where can I find Program Development Manager jobs with E-3 sponsorship?
Migrate Mate is built specifically for Australian professionals searching for U.S. roles that support E-3 visa sponsorship. It filters positions by employers with active visa filing history, so you're not cold-applying to companies that have never sponsored an international hire. Program Development Manager openings appear across nonprofits, higher education, healthcare systems, and government-funded organizations.
How much does it cost to get an E-3 visa?
Migrate Mate's E-3 filing service covers the entire process for $499, including the Labor Condition Application, visa document preparation, and consulate appointment guidance. Traditional immigration lawyers charge $2,000–$5,000+ for the same work. The E-3 has less paperwork than most work visas, so paying thousands for legal help is usually unnecessary.
Does a Program Development Manager role qualify as a specialty occupation for the E-3?
It depends on how the position is defined. If the job description requires a bachelor's degree in a specific field such as public administration, social work, education, or nonprofit management, it will typically satisfy the specialty occupation requirement. Roles written to accept any bachelor's degree regardless of field are harder to certify, so work with your employer to tighten the educational requirement in the job posting before filing the LCA with DOL.
How does the E-3 visa compare to the H-1B for Program Development Manager roles?
The E-3 is available only to Australian citizens, but it has significant structural advantages for this role. There's no annual lottery, no cap to compete against, and no registration fee. You and your employer can start the process as soon as you have a signed offer, whereas H-1B requires waiting for an October 1 start date and surviving a random lottery draw with no guarantee of selection.
Can I switch Program Development Manager employers while on an E-3?
Yes, but the new employer must file a fresh LCA with DOL and you'll need to attend a new consulate appointment or, in some cases, change status if you're already inside the United States. Your existing E-3 is tied to the sponsoring employer, so don't resign before the new employer's LCA is certified and your next visa step is confirmed.
