Description:
Position Summary: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of diverse and talented teachers to meet the staffing needs of New York Public Schools (NYCPS) and programs, as well as being responsible for initiatives to promote the equitable and quality distribution of teachers across all schools. NYCPS anticipates a need to increase recruitment and training for new teachers, in order to meet the hiring demands presented by the new class size mandates and to ensure teacher quality as the number of teachers hired into the system grows. Increasing the number of eligible teacher candidates is a critical part of the path for NYCPS to remain in compliance with the class size mandate. TRQ accomplishes its work through a strategic, data-driven approach that focuses on the following efforts:
- Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers, to recruit a large, high-quality, equitable and diverse pool of candidates.
- Design and manage recruitment and preparation programs, and pipelines for individuals to become NYCPS teachers, especially to address subject and geographic shortage areas.
- Select a diverse and high-quality pool of candidates to become teachers through rigorous, research-driven, screening processes.
- Design and implement high-quality field experiences for teacher candidates in both alternative certification and traditional pathways.
- Provide inclusive best practices and support to schools to help them make optimal, local hiring decisions.
- Lead pipeline and pathways to teacher certification for diverse candidates within our communities to promote an equitable distribution of teachers across all schools.
- Support new teachers with consistent onboarding experiences across the system when they are hired and throughout their first year.
TRQ is looking for a Recruitment to Retention Senior Program Manager to lead the planning and execution of the Citywide Recruitment to Retention Partnership which supports districts in strengthening recruitment efforts and designing induction models that will lead to increased teacher retention. This role will be responsible for scaling the Recruitment to Retention Partnership from an initial cohort of 25% of districts to citywide by 2028 in alignment with the Class Size Reduction Law. This crucial work supports the expansion of the teacher workforce from 75,000 to 91,000 teachers across 1,600 schools. The Senior Program Manager, Recruitment to Retention will play a critical role in codesigning strategies and strengthening relationships with district teams and leadership to ensure the sustainability of efforts along the full Recruitment to Retention Continuum. Performs related work.

Direct Reports: Community Coordinators and Consultants
Key Relationships: Works closely with district teams, school leaders, and vendors. Other key relationships will include other teams within the TRQ, and other internal and external partners where applicable.
Responsibilities
- Supervises a team of community coordinators, seasonal consultants and vendors in the implementation of the strategic plan for the District Recruitment to Retention Partnership and supports the team to meet and exceed goals.
- Project manages across the Recruitment to Retention team to support implementation and scale of programming; co-leads the annual planning process and contributes to the refinement of the Recruitment to Retention Partnership’s overall strategic direction.
- Ensures there is cohesive relationship management strategy that includes consistent engagement with district partners that identifies and responds to district needs aligned to TRQ’s Recruitment to Retention goals.
- Develops a comprehensive communication plan and strong operational systems to gather data and act on feedback from district partners.
- Ensures timely and meaningful communication loops between districts and TRQ teams, surfaces urgent challenges and shares promising practices.
- Designs and maintains a comprehensive suite of data tools, dashboards, and reports to monitor Recruitment to Retention implementation and outcomes. Ensures data is accessible, actionable, and aligned with both district and NYCPS strategic priorities.
- Acts as a key liaison between the Teacher Induction, Support and Leadership Team and the Strategic Partnerships Team in TRQ.
- Facilitates knowledge sharing, aligns tools and resources, and ensures coherent support for districts aligned to the Recruitment to Retention continuum.
- Designs and facilitates professional development for superintendent teams to support the implementation of recruitment to retention activities.
- Works with the Deputy Senior Director to identify, launch, and support new and ongoing initiatives that strengthen teacher induction and retention; stays informed on national and local trends in educator development in service of teacher retention.
- Contributes to the development, refinement and tracking of key performance indicators and evaluation metrics that measure the effectiveness of R2R activities.
- Supports a culture of continuous improvement by analyzing data and adapting approaches for continuous improvement.
- Ensures that team strategies, tools, and professional development offerings are aligned to the Inclusive Teacher Recruitment and Hiring Initiative and Teacher Retention Toolkit; seamlessly integrates the resources into the foundational support strategies in partnering with districts.
Qualification Requirements:
Minimum:
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
- Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

Salary: $95,900 - $105,490
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
