Document your degree field precisely
PERM requires your degree to align with the IT Program Manager job duties. A business administration or computer science degree typically satisfies this, but a general studies degree may trigger an audit. Get a credential evaluation that maps your coursework to U.S. equivalents before applying.
Target employers with active PERM filings
Search DOL PERM disclosure data for companies that have filed labor certifications for IT Program Manager or related program management titles. Employers already running PERM cases understand the multi-year timeline and are less likely to withdraw sponsorship mid-process.
Search green card roles through Migrate Mate
Use Migrate Mate to filter IT Program Manager postings by employers with documented EB-2 and EB-3 sponsorship history. This cuts the research time on identifying which companies will commit to the PERM process for program management positions.
Clarify the EB-2 versus EB-3 track early
If your offer requires a master's degree or you have a bachelor's plus five years of progressive IT program management experience, you may qualify for EB-2, which can reduce priority date wait times for many countries. Confirm the intended category before your employer begins the PERM recruitment phase.
Request prevailing wage confirmation before signing
PERM locks in the OFLC Wage Search prevailing wage as your minimum offered salary throughout the green card process. Ask your employer to share the DOL prevailing wage determination for your specific job title and work location before you accept an offer.
Understand how project-based work affects your filing
IT Program Managers often move between client sites or projects. USCIS scrutinizes whether your sponsoring employer controls your day-to-day work. Consulting firms sponsoring you for client deployments should document a clear employer-employee relationship in your I-140 to avoid a Request for Evidence.
Green Card IT Program Manager: Frequently Asked Questions
Does an IT Program Manager role qualify for EB-2 or EB-3 green card sponsorship?
IT Program Manager positions typically qualify for both EB-2 and EB-3 depending on how the employer defines the minimum requirements. If the role requires a master's degree or a bachelor's degree plus five years of specialized experience, EB-2 is the appropriate category. Roles requiring only a bachelor's degree and standard experience fall under EB-3. Your employer's PERM attorney sets this during the job description drafting stage.
How does PERM green card sponsorship differ from H-1B sponsorship for this role?
H-1B visa is a temporary work authorization tied to an employer, subject to the annual lottery, and capped at three-year increments. PERM-based green card sponsorship leads to permanent residency with no annual cap concerns at the EB-3 level for most countries. The tradeoff is time: PERM recruitment, I-140 approval, and priority date processing can take three to seven years or longer depending on your birth country, compared to H-1B decisions in a few months.
Which employers sponsor IT Program Managers for green cards most consistently?
Large technology companies, defense contractors, financial institutions, and federal IT consulting firms are the most consistent PERM sponsors for IT Program Manager roles. These employers have established immigration programs with in-house or retained counsel and budget cycles that accommodate the multi-year sponsorship commitment. Use Migrate Mate to filter postings specifically by employers with verified green card sponsorship history for program management titles.
Can my employer start my green card process while I'm on H-1B for this role?
Yes, and starting early is strongly advisable. Under AC21 provisions, if your I-140 is approved and your priority date is not current, you can extend your H-1B beyond the six-year cap in one-year or three-year increments while waiting. USCIS allows concurrent H-1B maintenance and I-140 processing, so your status doesn't lapse during the green card queue.
What happens if my employer cancels sponsorship after my I-140 is approved?
If your I-140 has been approved for 180 days or more, AC21 portability lets you transfer the priority date and approved petition to a new employer offering a same or similar IT program management role. You'll need to file a new I-485 or use the porting option with USCIS. Document the similarity between the original job duties and your new role carefully to support the portability claim.
