Document your supervisory credentials before applying
PERM requires the employer to define minimum qualifications in the job description. Get formal letters from past employers detailing your years in a supervisory or foreman capacity so those credentials are ready when PERM audits your background.
Target contractors enrolled in E-Verify first
Federal and state government contractors are required to use E-Verify, which signals established compliance infrastructure. Firms already running background checks and I-9 audits are far more likely to have an immigration attorney on retainer for PERM filings.
Search for green card sponsoring employers on Migrate Mate
Filter Site Manager roles by green card sponsorship history on Migrate Mate. You'll see which construction and project management employers have active PERM filings, so you spend your time on employers already committed to permanent sponsorship.
Verify prevailing wage tier before salary negotiations
DOL assigns your role a wage level at PERM filing using the OFLC Wage Search. If an employer's offered salary falls below the Level II or III prevailing wage for your metro area, DOL will reject the LCA and stall your entire case.
Ask employers about concurrent I-140 and I-485 filing
Once your priority date is current, concurrent filing of I-140 and I-485 locks in your place in the green card queue even if you change projects. Confirm whether your prospective employer's counsel files these together or sequentially.
Use O*NET to match your resume to PERM job requirements
PERM auditors cross-check job duties against standard occupation definitions. Review the O*NET profile for construction site managers and align your resume's language to the listed tasks and required knowledge areas before the employer drafts the PERM job description.
Green Card Site Manager: Frequently Asked Questions
Does a Site Manager role qualify for EB-2 or EB-3 green card sponsorship?
Site Manager roles most commonly qualify under EB-3, which covers skilled workers and professionals with a bachelor's degree in construction management, civil engineering, or a closely related field. EB-2 sponsorship is available if the position requires an advanced degree or if you hold advanced credentials that the employer documents as a business necessity in the PERM job description.
How is green card sponsorship different from H-1B sponsorship for Site Managers?
Green card sponsorship through PERM leads to permanent residency rather than a temporary status. There is no annual lottery for EB-3, and most countries outside India and China face minimal backlogs. H-1B visa requires cap selection and must be renewed every few years. PERM does take longer to complete, typically 12 to 24 months from labor certification through I-140 approval, but the outcome is permanent.
What does the PERM labor certification process require for a Site Manager role?
Your employer must conduct a DOL-prescribed recruitment campaign proving no qualified U.S. workers are available at the prevailing wage. The job description must list only duties and requirements that genuinely reflect the role. Common audit triggers for Site Manager positions include overly narrow requirements, such as specifying a particular software or subcontractor type that eliminates otherwise qualified U.S. applicants.
How can I find Site Manager jobs where the employer will sponsor a green card?
Use Migrate Mate to search Site Manager openings filtered by green card sponsorship history. Many employers sponsor work visas but stop short of permanent sponsorship, so filtering specifically for PERM filing history saves significant time. You can also confirm an employer's commitment during the offer stage by asking directly whether their immigration counsel handles PERM filings in-house or through outside counsel.
Can I change employers mid-process after my PERM is filed?
Once your I-140 has been approved for at least 180 days and you have an I-485 pending, portability rules under AC21 let you change to a same or similar occupation without restarting your case. For Site Managers, a move to a closely related project management or construction superintendent role typically satisfies the same-or-similar standard, but your new employer's immigration counsel should confirm the SOC code match before you resign.
