In this role we'll count on you to support toll and technology project implementation and procurement efforts across the United States. You will serve as a key partner to the Senior Technology Project Manager and other members of the Toll and Alternative Revenue team by driving day-to-day delivery for assigned workstreams, coordinating with clients and vendors, and producing client-ready work products. This includes:
Technical Delivery
- Provide professional consultation and support client satisfaction while meeting project constraints on scope, schedule and budget.
- Lead the development of work products such as technical documents or reports, PowerPoint presentations, Visio diagrams, and Excel models.
- Produce client-ready deliverables that are clear, well-structured, and consistent in terminology and assumptions.
- Facilitate client and vendor working sessions for assigned work elements, with emphasis on business processes, data processing, and business rules.
- Develop and maintain end-to-end process maps spanning the toll lifecycle from roadside detection through back-office processing, mailing and enforcement.
- Translate operational intent, policies, and business rules into clear, testable requirements and acceptance criteria.
- Develop and maintain traceability from requirements through test cases and test evidence, and prepare client-ready summaries.
- Define performance metrics and KPI definitions including calculation logic and data quality considerations.
- Analyze business processes and recommend improvements for efficiency, accuracy and operational performance.
- Research toll and revenue system trends, technologies, and policies to inform client strategies and recommendations.
Data Analysis and Quality
- Contribute statistical analysis of project data, forecasting, benchmarking, and identification of project resources.
- Conduct deep data analysis using Excel, Power BI, relational databases, and other tools.
- Analyze large data sets to identify discrepancies, trends, and opportunities.
- Support quality assurance reviews and recommend enhancements to deliverables and analytical methods.
Task & Project Management
- Lead tasks and support delivery teams with a high level of quality, including task planning, internal coordination, schedule management, and quality checks.
- Support general program management contracts for toll-related work elements including implementation planning, procurement support and delivery governance.
- Maintain issue logs, action trackers, decision records and delivery support artifacts as needed for assigned workstreams.
- Communicate clearly in writing and in meetings, including concise summaries, decisions, and next steps.
- Raise risks early and propose options.
Business Development
- Lead or support business development efforts, including writing or reviewing proposals.
- Identify opportunities and develop relationships with clients to secure contracts and tasks.
- Engage with the industry through conferences, business development meetings, and demonstrated thought leadership.
- Light travel, typically a few days per month, depending on client needs is expected.
- Perform other duties as assigned.

Preferred Qualifications
- Bachelor’s degree in Engineering, Computer Science, Information Systems, Data/Analytics, Transportation Planning, Public Policy, Economics, or a related field.
- Master's degree.
- Experience in the A/E/C industry.
- PMP Certification.
- Familiarity with tolling roadside systems, back-office systems, and/or customer contact center operations.
- Experience supporting procurements, including requirements development, evaluation support, and compliance exhibits.
- Ability to handle a wide variety of tasks simultaneously requiring different skill sets.

- Ability to handle complex technical tasks with a can-do approach.
- Experience working with or at state DOTs, toll system integrators, planning organizations, or toll / thruway / turnpike / bridge authorities.
- Familiarity with tolling policies, technologies, or equipment.
- Familiarity with data presentation and analytical tools such as Power BI, Tableau, etc.
- Efficient and savvy use of online research tools, including AI-enabled tools, to support analysis and deliverable development.
- Strong Microsoft PowerPoint, Word, Project and Visio skills.
- Strong analytical skills with the ability to compile and present summary level information.
- Ability to obtain, cleanse, merge and analyze data from multiple sources.
- Excellent written and communication skills including facilitation of working sessions and presentation of findings to varied audiences.
- Excellent interpersonal skills and strong relationship, organizational and follow-up skills.
- Self-starter with demonstrated track record of delivering results.
- Local candidates preferred.
