JOB SUMMARY
We’re hiring an Application Development Manager to lead a team responsible for enhancing, supporting, and gradually modernizing business-critical applications. This role is best suited for a strong people leader who can foster credibility and rapport, create stability, and help the team deliver reliably in a diverse IT ecosystem.
You’ll balance feature delivery, production support, and incremental modernization of legacy applications—while strengthening team routines, communication, and execution.
PRIMARY FOCUS: LEADERSHIP
- Guide and assist a team of approximately five developers and one customer representative by fostering transparency, coaching, prioritizing tasks, providing feedback, and supporting career growth and objectives.
- Build confidence and trust through consistent leadership, clear expectations, and a steady operating rhythm.
- Set priorities and manage tradeoffs between planned work (features/modernization) and unplanned work (production issues, urgent requests).
- Improve execution and transparency with clear status reporting, early risk escalation, and dependency management.
- Partner with stakeholders in the department, across IT and the business to align scope, timelines, and outcomes.
TECHNICAL EXPERIENCE
- Guide work across legacy applications and modern engineering practices, focusing on steady improvement over “big bang” change.
- Encourage a quality-focused SDLC (clear requirements, testing discipline, release readiness, and production support practices).
- Promote a DevOps mindset—automation, repeatability, and continuous improvement—within our IT ecosystem.
EXPERIENCE REQUIREMENTS
- Level II: 4 years experience in an IT environment, including 1 year in a supervisory role or 1 year as a Program Manager I.
- Proven experience leading software development teams, including coaching, accountability, and building a healthy culture.
- Solid background in application development and delivering enhancements in a structured SDLC environment.
- Experience working with production systems (support, reliability, incident response, and prioritizing critical work).
- Strong communication skills—able to provide accurate, timely status, raise risks early, and drive alignment.
PREFERRED EXPERIENCE:
- Experience modernizing or refactoring legacy applications to reduce operational risk and technical debt.
- Exposure to DevOps practices (CI/CD concepts, automated testing, quality checks, security scanning, etc.).
- Familiarity working in a Microsoft enterprise environment (tools/platforms commonly used across Microsoft-based development organizations).
- Multi-cloud platforms; post composition and workflow automation software; scripting (Python, PowerShell, JavaScript, Bash, VB); print languages (PLC 5/6, LCDS/Metacode, PDL, AFP, PostScript, PDF, etc.); familiarity with Content Manager or FileNet; ServiceNow.
EDUCATION REQUIREMENTS
- High school diploma or equivalent required.
- Bachelor’s degree preferred or equivalent, relevant experience.

Get Access To All JobsTips for Finding H-1B Visa Sponsorship as an Application Development Manager
Align your credentials to specialty occupation standards
USCIS scrutinizes management-level tech roles when the degree field doesn't directly align with the job duties. Make sure your transcripts show coursework in software engineering, computer science, or systems design, not just general business.
Search LCA filings by exact job title
Use the OFLC Wage Search to look up 'Application Development Manager' LCA filings by employer. Employers with multiple certified LCAs for this title have an established sponsorship process, which reduces your risk of a delayed or denied petition.
Target cap-exempt employers early in your search
Universities, nonprofit research institutions, and government-affiliated entities are cap-exempt, meaning they can file your H-1B petition any time of year without waiting for the April lottery window. These employers are often overlooked for senior tech management roles.
Use Migrate Mate to filter verified H-1B sponsors
Filter Application Development Manager postings on Migrate Mate by employers with confirmed H-1B LCA filing history for this occupation code. That filters out roles where sponsorship is listed as possible but never actually filed.
Negotiate offer timing around the H-1B cap calendar
If you're subject to the annual cap, your start date can't precede October 1 of the fiscal year you're selected in. Factor this into offer negotiations so your employer doesn't expect an earlier start than USCIS allows.
Document your direct reports and technical scope clearly
USCIS sometimes issues RFEs for management titles questioning whether the role truly requires a specialty degree. Your job description should detail hands-on technical responsibilities alongside team oversight to satisfy the specialty occupation definition.
H-1B Visa Application Development Manager: Frequently Asked Questions
Does an Application Development Manager role qualify as a specialty occupation for H-1B purposes?
Yes, provided the role requires a bachelor's degree or higher in a specific technical field such as computer science, software engineering, or information systems. USCIS will scrutinize hybrid management-technical titles more closely than pure engineering roles, so your job description needs to demonstrate that the position requires specialized theoretical knowledge, not just general management experience.
Which types of employers sponsor H-1B visas for Application Development Manager positions?
Large technology companies, financial services firms, healthcare systems, and enterprise software vendors are the most consistent H-1B sponsors for this title based on DOL LCA disclosure data. Consulting firms that place managers at client sites also file regularly. Migrate Mate surfaces employers with verified LCA filing history for this specific occupation, so you can prioritize outreach to companies that have already been through the process.
How does the H-1B prevailing wage requirement affect Application Development Manager offers?
Your employer must certify in the LCA that your offered wage meets or exceeds the DOL prevailing wage for the Application Development Manager occupation in the work location's metropolitan area. The wage is tied to the SOC code DOL assigns to your role, and management-level codes typically carry a higher prevailing wage than individual contributor equivalents. You can verify the applicable wage level using the OFLC Wage Search before evaluating any offer.
Can I transfer my H-1B to a new employer if I'm already in the U.S. as an Application Development Manager?
Yes. Under H-1B portability rules, you can start working for a new employer as soon as they file a new I-129 petition with USCIS, without waiting for approval, as long as you've been in valid H-1B status and the petition is non-frivolous. Your new employer files an amended LCA for the Application Development Manager role at the new work location, and the process mirrors an initial petition without the cap lottery if you're already cap-counted.
What should I look for in a job posting to know if H-1B sponsorship is genuine?
Check whether the employer has a track record of certified LCAs for Application Development Manager or similar management-level technology titles. Postings that say 'sponsorship available' without any filing history are unreliable. The O*NET occupation profile for this role can help you confirm the job zone and typical degree requirements before applying, which also helps you assess whether your background aligns with what USCIS expects for a specialty occupation determination.
