H-1B Visa HR Operations Specialist Jobs
HR Operations Specialist roles qualify for H-1B sponsorship as specialty occupations requiring a bachelor's degree in human resources, business administration, or a related field. Large employers in tech, healthcare, and financial services regularly file LCAs for these positions. The 85,000-slot annual cap and lottery mean timing your job search around the April registration window matters.

ABOUT THIS ROLE
As a People Operations Specialist at Astronomer, you'll sit at the heart of the People team — owning the systems, data, and processes that power a great employee experience from day one to last day. You'll partner closely with recruiters, hiring managers, People Partners, and leadership to keep hiring running smoothly and employees well-supported. This is a hands-on, execution-focused role for someone who loves turning messy, manual processes into clean, scalable systems. You'll thrive here if you're equal parts detail-obsessed operator and service-minded teammate.
This role is based in New York City and follows an in-office work schedule.
WHAT YOU GET TO DO
- Own and continuously improve end-to-end recruiting operations, including ATS workflows, interview scheduling, and coordination in Ashby.
- Build and maintain dashboards tracking pipeline health, conversion rates, time-to-fill, and other key hiring metrics for People leadership.
- Manage employee data in Workday across the full lifecycle — hires, transfers, promotions, and terminations — with a focus on accuracy and data integrity.
- Execute seamless onboarding and offboarding processes in partnership with IT, Payroll, Benefits, and People team.
- Run the company's exit interview program end to end, including scheduling, survey analysis, and synthesizing themes to inform retention strategies.
- Support execution of performance reviews, engagement surveys, and company-wide people programs, including coordination, communications, and reporting.
- Serve as a trusted point of contact for employees and managers on HR inquiries across the full lifecycle.
- Identify and implement process improvements that make People operations more scalable, efficient, and well-documented.
- Actively identify and implement AI-powered tools and workflows to automate repetitive tasks, surface insights faster, and improve the overall employee experience.
WHAT YOU BRING TO THE ROLE
- 3–6 years of experience in people operations, talent operations, HR operations, or a similar generalist role.
- Hands-on experience with Workday and an ATS, with strong data hygiene instincts.
- Strong analytical skills — comfortable building reports, working in spreadsheets, and translating data into clear recommendations.
- Sharp attention to detail and a low tolerance for data errors; you catch the discrepancy before anyone else notices.
- Ability to manage multiple priorities in a fast-paced environment without losing track of the details.
- Clear, direct communicator who can translate policy and data into plain language for employees and managers.
- Experience working at a high-growth startup and comfort operating with ambiguity.
BONUS POINTS IF YOU HAVE
- Direct experience with Ashby as your ATS and Workday as your HRIS.
- Experience building or overhauling people operations processes from scratch.
- Familiarity with compensation benchmarking or offer management workflows.
- A track record of designing repeatable systems out of previously manual, one-off processes.
The estimated salary for this role ranges from $120,000 - $135,000 based on leveling and geography, along with an equity component and a comprehensive benefits package. This range is merely an estimate; actual compensation may deviate from this range based on skills, experience, and qualifications.
At Astronomer, we value diversity. We are an equal opportunity employer: we do not discriminate on the basis of race, religion, color, national origin, gender, sexual orientation, age, marital status, veteran status, or disability status.

Verify your degree field matches the role
USCIS requires your degree to align directly with HR Operations, not just any business degree. A general management degree may trigger an RFE. Pull the O*NET profile for HR specialists to confirm which fields of study adjudicators treat as qualifying.
Target employers with LCA filing history
Search Migrate Mate to filter HR Operations Specialist roles by verified LCA filing history, so you're applying to employers who've already cleared DOL prevailing-wage certification for this job title rather than starting from scratch.
Check prevailing wage before negotiating salary
Run the OFLC Wage Search for your metro area before any offer conversation. Your employer's LCA must certify at least the prevailing wage for HR Operations roles in that location, and coming in below it kills the filing before it starts.
Prioritize cap-exempt employers during the lottery gap
If you miss the April H-1B registration window, target universities, nonprofit research institutions, and government-affiliated organizations. These employers are cap-exempt and can file an H-1B petition any time of year without waiting for the next lottery cycle.
Clarify HRIS system ownership in the job description
HR Operations roles that are primarily HRIS administration can be harder to defend as specialty occupations than roles with clear policy-design or compliance responsibilities. Before accepting an offer, confirm the role description emphasizes analytical and strategic functions tied to your degree field.
Ask about the employer's E-Verify enrollment upfront
H-1B employers must be enrolled in E-Verify to complete your I-9 after your petition is approved. Some smaller companies with no prior sponsorship history haven't enrolled. Confirm enrollment status during the offer stage, not after you've resigned from your current role.

Find HR Operations Specialist JobsHR Operations Specialist H-1B Visa: Frequently Asked Questions
Does an HR Operations Specialist role qualify as a specialty occupation for H-1B purposes?
Yes, provided the position genuinely requires a bachelor's degree or higher in human resources, business administration, or a related field as a minimum entry requirement. Roles focused on transactional HR tasks, where a degree in any field is acceptable, are more vulnerable to RFEs. Job descriptions that emphasize HRIS configuration, compliance program management, or HR policy design hold up better under USCIS scrutiny.
How do I find HR Operations Specialist jobs where the employer already sponsors H-1B visas?
Migrate Mate surfaces HR Operations Specialist roles filtered by verified DOL LCA filing history, so every listing reflects an employer who has already gone through the prevailing-wage certification process for this job category. That narrows your search to companies with an established H-1B sponsorship track record rather than employers who may be encountering the process for the first time.
What happens to my H-1B petition if I change HR roles within the same company?
A lateral move within the same employer to a materially similar HR Operations role typically qualifies as a non-material change and doesn't require a new I-129 petition. A promotion to a different occupational category, say from HR Operations Specialist to HR Director, or a significant change in duties and prevailing wage level, requires an amended petition filed with USCIS before the change takes effect.
Can my employer file my H-1B petition in premium processing for an HR Operations Specialist role?
Yes. Premium processing is available for H-1B petitions regardless of occupational category, including HR Operations Specialist. USCIS guarantees a response within 15 business days under premium processing. This is especially relevant if your OPT expiration is approaching and you can't afford a gap in work authorization while waiting for standard adjudication, which can run several months.
Does HR Operations Specialist work qualify for the STEM OPT extension before H-1B sponsorship?
Not directly. STEM OPT extensions apply to degrees in science, technology, engineering, or mathematics fields, not to HR or business administration degrees. If your underlying degree is in a STEM discipline and your HR Operations role falls within a qualifying SOC code that maps to your STEM major, you may qualify, but this is uncommon for standard HR titles. Check the qualifying STEM fields list published by ICE before assuming eligibility.
