Frame your degree against specialty occupation criteria
USCIS requires a direct connection between your degree field and the Partner Development Manager role. A business or marketing degree maps cleanly, but an unrelated major needs supporting coursework or credentials documented in your petition.
Search LCA filings to verify sponsorship history
Use Migrate Mate to filter employers by their Labor Condition Application filing history for partner and business development roles. This surfaces companies that have already cleared the DOL wage certification process for this job category.
Target companies enrolled in E-Verify first
E-Verify enrollment is required for STEM OPT employers and federal contractors, making them structurally more familiar with employment authorization. Partner Development Manager openings at these companies carry less sponsorship friction during offer negotiations.
Clarify OTE structure before the H-1B wage is certified
Partner Development Manager compensation often includes variable on-target earnings. The DOL prevailing wage is calculated on base salary only, so confirm with your employer how your total package will be structured on the LCA before filing.
Use OFLC Wage Search to benchmark your level before interviews
The DOL assigns wage levels one through four based on experience and supervisory scope. Pull the OFLC Wage Search data for your metro area before interviews so you can negotiate a base that meets the certified wage level your employer must file.
Request premium processing if your start date is fixed
USCIS offers premium processing with a 15-business-day adjudication window. If you're transitioning between employers or have a partner program launch tied to your start date, this is often the only way to guarantee on-time status.
H-1B Visa Partner Development Manager: Frequently Asked Questions
Does a Partner Development Manager role qualify as an H-1B specialty occupation?
Yes, provided the position requires at least a bachelor's degree in a directly related field such as business administration, marketing, or management information systems. USCIS looks at whether the degree requirement is tied to the specific duties of the role, not just listed as a preference. Employers who have posted the role with a degree requirement in the job description are in a stronger position when filing.
Which types of employers sponsor H-1B visas for Partner Development Manager roles?
Technology companies, SaaS platforms, cloud infrastructure providers, and enterprise software firms sponsor this role most consistently, since partner ecosystems are central to their go-to-market strategy. Consulting firms with alliance programs and financial services companies with channel partnerships also file regularly. You can browse verified sponsoring employers on Migrate Mate, filtered specifically for this occupation category.
How does variable compensation affect the H-1B prevailing wage requirement for this role?
The DOL prevailing wage applies to your base salary only. Variable components like bonuses, commissions, or equity are excluded from the wage calculation on the Labor Condition Application. This means your base must meet the certified prevailing wage for your location and experience level, regardless of how high your total on-target earnings are projected to be.
Can I change employers mid-H-1B if I find a better Partner Development Manager opportunity?
You can transfer your H-1B to a new employer under portability rules once your current petition has been approved and you've maintained valid status. Your new employer files an H-1B transfer petition, and you can start working as soon as the receipt notice is issued, without waiting for full approval. The 60-day grace period applies if your employment ends before the transfer is filed.
What wage level should I expect an employer to certify for this role?
Most Partner Development Manager roles are certified at DOL wage levels two or three, depending on the scope of partner oversight, whether you manage a team, and how specialized the industry vertical is. Senior or principal-level partner roles with direct revenue accountability often reach level three or four. Use the OFLC Wage Search to look up the specific wage level data for your metro area and O*NET occupation code before accepting an offer.
