Align your degree to SOC codes
USCIS evaluates specialty occupation using your actual job duties, not just your title. Pull the O*NET profile for Project Controls Specialist and confirm your degree field maps directly to the listed education requirements before applying.
Target LCA-active employers on Migrate Mate
Search Migrate Mate to filter Project Controls Specialist roles by verified DOL Labor Condition Application filings. This surfaces employers who have already cleared the prevailing-wage certification step, not just those who say they sponsor.
Benchmark wages using OFLC Wage Search
Your employer's LCA must certify a wage at or above the DOL prevailing wage for your occupation and location. Use OFLC Wage Search by SOC code and metro area before negotiating, so you know the floor your offer must clear.
Prioritize E-Verify enrolled construction contractors
Large infrastructure and energy contractors on federal projects are often E-Verify enrolled and have established H-1B filing processes. Targeting this segment reduces the risk of an employer who's willing but operationally unprepared to file.
Request cap-exempt filing if your employer qualifies
Universities, nonprofits affiliated with higher education, and certain research institutions can file H-1B petitions outside the annual cap. If your project controls role is with one of these entities, you don't need to wait for the April lottery.
Build a specialty occupation documentation file
Project controls roles sometimes draw RFEs because the title isn't universally degree-gated. Collect job postings from comparable employers that list a bachelor's degree as required, not preferred, to support your petition if USCIS questions specialty occupation status.

Find Project Controls Specialist JobsProject Controls Specialist H-1B Visa: Frequently Asked Questions
Does a Project Controls Specialist role qualify as a specialty occupation for H-1B purposes?
It typically qualifies, but the burden is on your employer to demonstrate that the specific position requires at least a bachelor's degree in a directly related field such as engineering, construction management, or a quantitative discipline. Roles where a degree is listed as preferred rather than required can attract an RFE from USCIS, so the job description language matters significantly.
Which industries most commonly sponsor H-1B visas for Project Controls Specialists?
Oil and gas, utilities, large-scale infrastructure, aerospace, and government contracting firms are the most consistent sponsors. These sectors run multi-year capital projects that require dedicated cost and schedule control, and many have established immigration support infrastructure. You can filter by employer filing history on Migrate Mate to identify which companies in these industries are actively sponsoring.
How does the prevailing wage requirement affect a Project Controls Specialist H-1B offer?
Your employer must certify with DOL that your offered wage meets or exceeds the prevailing wage for your SOC code and work location before USCIS will approve the petition. The DOL prevailing wage is set by wage level, so a senior project controls role typically maps to Level III or IV. Use OFLC Wage Search to verify the applicable wage floor for your metro area before accepting an offer.
Can I transfer my H-1B to a new employer if I switch project controls roles mid-project?
Yes. Under H-1B portability rules, you can start working for a new employer as soon as the new I-129 petition is filed with USCIS, as long as you've been in valid H-1B status and the petition is non-frivolous. You don't need to wait for approval. The new role must still qualify as a specialty occupation, and the new employer files a fresh LCA covering the new position and location.
Does moving to a different project site affect my H-1B status as a Project Controls Specialist?
Yes. H-1B approval is tied to the work location listed on the certified LCA. If you're assigned to a new project site in a different metropolitan statistical area, your employer generally needs to file an amended LCA and may need to file an amended H-1B petition with USCIS. Short-term assignments within commuting distance of the certified location are an exception, but extended placements at a new site require updated filings.
