H-1B Visa Proposal Specialist Jobs
Proposal Specialist roles qualify for H-1B sponsorship when the position requires a bachelor's degree in a directly related field such as communications, business, or technical writing. Employers filing LCAs for these roles must meet DOL prevailing wage requirements, and many government contractors already have established sponsorship pipelines for proposal-writing staff.

Get Access To All JobsTips for Finding H-1B Visa Sponsorship as a Proposal Specialist
Map your degree to the role
USCIS requires a direct connection between your degree field and the Proposal Specialist position. Pull the O*NET profile for this occupation and match your transcript to the listed knowledge areas before applying.
Target government contractors first
Defense, IT, and federal consulting firms routinely hire Proposal Specialists and have dedicated HR teams experienced with H-1B filing. Their existing compliance infrastructure makes sponsorship offers faster to execute than at companies filing for the first time.
Verify the prevailing wage tier before negotiating
Use the OFLC Wage Search to check the Level I through Level IV wage for Proposal Specialists in your target metro. Knowing the tier your role will be filed under gives you a grounded baseline before your offer conversation.
Find employers with H-1B filing history on Migrate Mate
Search Migrate Mate to filter Proposal Specialist openings by employers with verified LCA filing history. This cuts out the guesswork of cold-applying to companies that have never sponsored and focuses your effort where approvals actually happen.
Get your specialty occupation documented early
Ask your offer-stage employer to confirm in writing that the role requires a specific bachelor's degree, not just any degree. This internal documentation becomes critical if USCIS issues a Request for Evidence challenging specialty occupation status.
Time your application around the H-1B cap cycle
If you're not currently in H-1B status, your employer must file during the April cap season for an October 1 start. Align your job search and offer timeline so employers can commit before the USCIS registration window opens in March.

Find Proposal Specialist JobsProposal Specialist H-1B Visa: Frequently Asked Questions
Does a Proposal Specialist role qualify as a specialty occupation for H-1B purposes?
It can, but the employer must demonstrate that the specific position requires a bachelor's degree in a directly related field such as technical communications, English, or business. Generic roles listed as requiring any degree often face USCIS scrutiny. Job descriptions that specify degree requirements tied to the actual work, like technical writing or contract management, carry more weight at adjudication.
Which industries are most likely to sponsor H-1B visas for Proposal Specialists?
Federal government contractors in defense, IT services, and consulting hire Proposal Specialists in large numbers and maintain active H-1B programs. These firms submit bids constantly and treat proposal writing as a core compliance-sensitive function, which makes them more willing to sponsor than commercial employers who view the role as administrative. Use Migrate Mate to filter openings specifically at employers with documented LCA filing histories in this occupation.
How does the prevailing wage requirement affect Proposal Specialist job offers?
DOL requires employers to pay at least the prevailing wage for the specific occupation, experience level, and geographic location listed on the LCA. Proposal Specialist wages vary significantly between a Level I entry role in a mid-size market and a Level III senior role in Washington D.C. You can check the applicable wage tier for any location using the OFLC Wage Search before you receive a formal offer.
Can I stay in H-1B status if my Proposal Specialist contract ends before renewal?
H-1B holders have a 60-day grace period after involuntary termination to find a new sponsoring employer, change status, or depart the U.S. If your contract-based role ends unexpectedly, you need a new employer to file an H-1B transfer petition within that window. USCIS considers the transfer filed on the receipt date, so move quickly once you have an offer in hand.
What documents should I prepare before asking an employer to sponsor my H-1B?
Have your educational credentials evaluated by a NACES-recognized agency if your degree is from outside the U.S., since USCIS requires equivalency documentation for foreign degrees. Prepare a resume that explicitly links your degree field to proposal development tasks. Gather any certifications in capture management, technical writing, or federal acquisition, as these strengthen the specialty occupation argument and reduce the likelihood of a Request for Evidence.
