Map your degree to the role
USCIS evaluates whether your degree directly relates to proposal management. A degree in business, communications, or technical writing strengthens your case. If your field is adjacent, gather coursework transcripts showing project management or contracts-related study.
Target federal contractor employers first
Defense, aerospace, and government services firms file LCAs for Proposal Manager roles at higher rates than commercial employers. Prioritize companies with active federal contracts, since proposal writing is a core compliance function there, not a discretionary hire.
Check prevailing wage before negotiating
Use the OFLC Wage Search to look up the prevailing wage for Proposal Manager in your target metro before your offer conversation. Your H-1B petition fails if the offered wage falls below DOL's Level I through IV threshold for that location.
Search verified H-1B sponsors on Migrate Mate
Filter by Proposal Manager roles on Migrate Mate to see which employers have active H-1B LCA filing history for this occupation. That filing history confirms sponsorship intent before you invest time in the application process.
Clarify sponsorship scope during the offer stage
Ask explicitly whether the employer covers premium processing and attorney fees, since practices vary widely. Some companies cap reimbursement or require you to pay if you leave within a set period. Get the terms in writing before signing.
Use O*NET to document specialty occupation standing
Pull the O*NET occupation profile for Proposal and Program Managers and note the Job Zone and typical education requirements. This documentation supports your employer's specialty occupation argument in the I-129 petition if USCIS issues a Request for Evidence.
H-1B Visa Senior Proposal Manager: Frequently Asked Questions
Does a Senior Proposal Manager role qualify as a specialty occupation for H-1B purposes?
Yes, provided the employer can demonstrate the role requires at least a bachelor's degree in a directly related field such as business administration, communications, or technical writing. Generic management titles sometimes draw USCIS scrutiny, so your employer's job description should tie specific duties like capture strategy, compliance writing, or technical volume development to that degree requirement.
Which industries sponsor H-1B visas most often for Proposal Manager roles?
Federal contractors in defense, aerospace, and government IT services sponsor Proposal Manager roles most frequently because proposal writing is a regulated, high-stakes function tied to contract revenue. Engineering and consulting firms with government clients also sponsor regularly. You can confirm an employer's actual LCA filing history for this title through Migrate Mate before applying.
Can I transfer my H-1B to a new Proposal Manager role at a different company?
Yes. Under H-1B portability rules, you can start working for a new employer as soon as they file a new I-129 petition, without waiting for approval, as long as your previous H-1B was approved and you haven't been out of status. The new employer must file a fresh LCA with DOL certifying the prevailing wage for your new location and role.
How does the prevailing wage requirement affect Proposal Manager H-1B offers?
DOL sets four wage levels for each occupation and metro area. Your employer must certify on the LCA that your offered wage meets at least the Level I prevailing wage for Senior Proposal Manager in your work location. Roles in high-cost metros like Washington D.C., where federal contractor demand is concentrated, carry higher wage floors. Use the OFLC Wage Search to verify the applicable threshold before your offer discussion.
What documentation should I prepare to support an H-1B petition for a Proposal Manager position?
You'll need official transcripts confirming your bachelor's degree in a related field, a detailed job offer letter specifying your duties and offered wage, and any professional credentials in project management or contracts administration. If your degree title doesn't obviously match proposal management, a credential evaluation from a NACES-member organization can help USCIS connect your academic background to the specialty occupation requirement.
