Position Summary
Loudoun County, Virginia, one of the fastest-growing and most dynamic counties in the nation, is seeking an exceptional and dedicated Deputy Program Manager / Project Controls Manager to join its newly established Program Management Office (PMO). This PMO will serve as a strategic partner to the Department of Transportation and Capital Infrastructure (DTCI), supporting a capital portfolio of more than 300 active transportation and facilities projects valued at over $4 billion.
This is a unique opportunity to help transform the County’s capital delivery operations from a reactive, project-by-project model into a proactive, strategically governed, performance-driven program.
The Deputy Program Manager / Project Controls Manager (DPM/PCM) serves as a senior leader within the PMO and the primary authority over the County’s program controls functions. Working fully embedded with DTCI staff during normal business hours, the DPM/PCM ensures disciplined, transparent, and standardized oversight of scope, schedule, cost, risk, and performance for the entire capital program.
The selected professional will support development of the Program Management Plan (PgMP), guide implementation of project management standards, and lead reporting, forecasting, and governance processes essential to executive decision-making. This position also serves as the PMO’s second-in-command, supporting the Program Manager in all aspects of program operations.
Key Responsibilities
Program Controls & Analytics
- Lead the deployment and management of integrated cost, schedule, scope, and risk tracking systems across the capital portfolio.
- Maintain the County’s master program schedule, including dependencies, milestones, and critical path analysis.
- Oversee monthly financial reporting, including budget, commitments, expenditures, variances, and forecasts.
Governance & Reporting
- Produce advanced dashboards, performance metrics, trend analyses, and executive decision-support reports using County-approved systems (e-Builder/Trimble, Oracle, Microsoft 365).
- Support monthly, bi-weekly, and quarterly leadership reporting cycles, including preparation of quarterly portfolio reviews for County leadership and the Board of Supervisors.
Process & Standards Development
- Contribute to the creation and improvement of PMO Standard Operating Procedures (SOPs) covering project initiation, cost estimating, scheduling, change control, configuration management, and risk management.
- Support development and maintenance of the Program Management Plan (PgMP) and Project Management Plan (PMP) templates.
Cost Estimating & Cash Flow Forecasting
- Support development of cost estimates for capital planning, project initiation forms, and ad hoc requests; ensure assumptions are documented and vetted.
- Assist in annual and ongoing cash flow forecasting submitted to the Office of Management and Budget (OMB).
PMO Leadership & Staff Support
- Serve as the PMO lead when the Program Manager is unavailable.
- Provide mentoring, training, and capability-building for County project managers and staff.
- Support pilot project baselining for early implementation of new PMO methodologies.
Minimum Qualifications
- 10 years’ experience in program management, project controls, or portfolio oversight for large-scale infrastructure programs (transportation and/or facilities).
- Demonstrated proficiency with cost, schedule, and performance management systems.
- Experience with e-Builder/Trimble, Oracle, and Microsoft Office 365 tools preferred.
- Ability to operate effectively in a fast-paced environment with multiple concurrent priorities.
- Bachelor’s degree in engineering, construction management, project management, business administration, or a related field.
- Professional certifications such as PMP, PMI-SP, CCP, EVP, or PSP in Virginia are strongly preferred.

Verify your occupation code before applying
H-2B visa eligibility is tied to your SOC code, not your job title. Look up your O*NET profile to confirm 'Project Manager' maps to a temporary, seasonal, or intermittent need before targeting any employer.
Target employers with recurring seasonal projects
Construction firms, ski resort operators, and stadium event companies rehire H-2B workers each season. Employers who have run the DOL temporary labor certification process before move faster and make fewer filing errors.
Search verified H-2B employers on Migrate Mate
Use Migrate Mate to filter Project Manager roles by employers with active H-2B filing history. This cuts out companies unfamiliar with temporary labor certification requirements, saving you time during a cap-constrained filing window.
Negotiate start dates around the cap split
The 66,000 annual H-2B cap divides into two 33,000-visa halves for October 1 and April 1 start dates. Ask employers to align your projected start date with the correct half to avoid waiting an entire fiscal year.
Prepare a project-specific work history summary
DOL temporary labor certification requires the employer to define the job as genuinely temporary. Documenting your experience managing seasonal or fixed-duration projects strengthens the employer's case that the need isn't permanent.
Confirm prevailing wage compliance before signing an offer
Use the OFLC Wage Search to look up the prevailing wage for your SOC code and work location. Accepting an offer below that rate creates a USCIS filing problem the employer will have to correct before petitioning.
Frequently Asked Questions
How do I find Project Manager jobs with H-2B visa sponsorship?
Migrate Mate is the most direct way to search, since it filters listings by employers with verified H-2B filing history. General job boards don't distinguish between employers who have run the DOL temporary labor certification process and those who haven't. Targeting employers with prior H-2B experience is critical because the employer must initiate the certification well before your intended start date.
Does the H-2B annual cap affect when I can start a Project Manager role?
Yes. The 66,000-visa annual cap splits into two 33,000-visa halves tied to October 1 and April 1 start dates. Demand routinely exceeds supply, particularly for the summer half. Your employer must submit the temporary labor certification to DOL at least 60 days before your start date, so both of you need to plan several months ahead of the target season.
Can a Project Manager role qualify as a temporary position under H-2B rules?
It can, but the employer must demonstrate that the need is genuinely seasonal, intermittent, or tied to a one-time project. A construction firm managing a fixed-term stadium build or a resort overseeing seasonal infrastructure work typically qualifies. Ongoing year-round management roles do not meet the temporary need standard DOL requires for certification.
What documents should I have ready when an employer begins my H-2B sponsorship?
Prepare a complete work history showing project-based or seasonal experience, any relevant credentials or certifications, and passport documentation with validity extending beyond your intended stay. Your employer needs these to complete the DOL temporary labor certification and the subsequent I-129 petition to USCIS accurately. Delays in providing documentation can push your filing past the cap allocation window.
