ROLE AND RESPONSIBILITIES
The Senior IT Project Manager (IT PM) leads all project management activities in support of a federal Information Technology Operations and Maintenance contract. The IT PM serves as the primary point of contact for day-to-day project execution, ensuring services are delivered on schedule, within budget, and in compliance with government requirements. This role requires deep experience managing complex IT O&M environments in a federal setting and a strong command of project management methodologies, ITIL service management practices, and federal acquisition and compliance standards.
Responsibilities:
- Project Planning & Execution
- Develop, maintain, and execute the Project Management Plan (PMP), including integrated master schedules and risk registers.
- Manage all O&M workstreams including infrastructure operations, service desk, cybersecurity compliance, and application support.
- Monitor and control project scope, schedule, and cost; proactively identify and mitigate risks and issues.
- Lead sprint planning, status meetings, and milestone reviews with government stakeholders and internal teams.
- Stakeholder & Customer Management
- Serve as the primary interface between the contractor team and the Contracting Officer's Representative (COR), Contracting Officer (CO), and government leadership.
- Prepare and deliver executive briefings, status reports, and performance dashboards on a recurring basis (weekly, monthly, quarterly).

Facilitate change management activities and coordinate with the government Change Control Board (CCB) on all system changes.

Team Leadership
- Direct and mentor a multidisciplinary team of IT professionals including systems administrators, network engineers, cybersecurity analysts, help desk staff, and other technical specialists.
- Manage subcontractor performance, deliverables, and compliance with teaming agreements and contract requirements.

Foster a culture of accountability, continuous improvement, and service excellence.

Contract & Compliance Management
- Maintain compliance with applicable federal directives including NIST SP 800-series, FISMA, FedRAMP, Section 508, and agency-specific policies.
- Support audits, assessments, and Authority to Operate (ATO) activities as required.

Track and manage contract modifications, task orders, and reporting requirements.

Financial Management
- Manage contract budget including labor, ODCs, and subcontractor spend; prepare Estimates to Complete (ETC) and monthly financial reports.
- Identify opportunities for cost savings and operational efficiencies without degrading service quality.
BASIC QUALIFICATIONS
- Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field.
- 7+ years of IT project management experience, with at least 5 years managing federal government IT O&M contracts.
- Project Management Professional (PMP) certification (required).
- Experience with Agile/Scrum delivery frameworks in a government environment.
- Demonstrated experience managing IT services in accordance with ITIL best practices; ITIL Foundation certification preferred.
- Strong knowledge of federal IT frameworks including NIST RMF, FISMA, and FedRAMP.
- Experience managing cross-functional teams.
- Proficiency with project management tools (e.g., Microsoft Project, Jira, ServiceNow).
- Excellent written and verbal communication skills; ability to present complex technical information to senior government officials.
- Experience with HHS (preferred).
- Ability to go onsite to offices in Rockville, MD and Tysons, VA.

This role has a market-competitive salary with an anticipated base compensation range listed below. Actual salaries will vary depending on a candidate’s experience, qualifications, skills, and location.
Salary Range: $130,000 USD - $150,000 USD
