The Glendale Regional Public Safety Training Center (GRPSTC) Paramedic Education Manager oversees all administrative, instructional, and operational aspects of the GRPSTC Paramedic Training Program. This position ensures compliance with state, local, and national regulations and standards, including Arizona Department of Health Services (ADHS), National Registry of Emergency Medical Technicians (NREMT), and Commission on Accreditation of Allied Health Education Programs (CAAHEP) guidelines. The Paramedic Education Manager leads a team of EMS educators and support staff, providing strategic direction, curriculum development, instructional delivery, and quality assurance for one of Arizona’s premier paramedic training programs.

Essential Functions

• Serves as the primary administrator and regulatory point of contact for GRPSTC Paramedic Training Program.
• Designs, implements, and evaluates the paramedic program curriculum to meet or exceed state and national educational standards.
• Provides direction for clinical education in accordance with current CoAEMSP Standards and Guidelines, National EMS Education Standards, and Arizona DHS/BEMSTS Policies and Procedures (Title 9, Chapter 25).
• Ensures compliance with all applicable standards set forth by ADHS, NREMT, and CAAHEP/CoAEMSP; adheres to Glendale Fire Department and City of Glendale policies and procedures.
• Represents to the Glendale Fire Department (EMS) and GRPSTC partners all matters relative to the interests of the program.
• Participates in continuing CAAHEP/CoAEMSP accreditation activities and Arizona DHS/BEMSTS audits.
• Leads and develops EMS instructional staff, including Lead Instructors, Field Preceptors, and Support Coordinators.
• Oversees student selection, orientation, evaluation, and progression through the program; reviews student performance to ensure progress toward clinical competency.
• Collaborates with the Medical Director, EMS Training Captains, and operational leadership to integrate clinical excellence, modern protocols, and field application into classroom and clinical training.
• Ensures Medical Director oversight is consistent with requirements of CoAEMSP and ADHS BEMSTS.
• Establishes and maintain liaisons with the medical community, including facilities and agencies providing clinical instruction for students.
• Prioritizes work projects and assigns work to other program personnel.
• Produces written documents and timely communication for the business of the program, including schedules, policies, procedures, proposals, activity reports, and evaluations.
• Ensures the adequacy of clinical rotation experiences and evaluations.
• Conducts needs assessments and audits on student documents required by national accreditation.
• Maintains accurate student records, program accreditation documentation, and performance metrics.
• Coordinates classroom, clinical, and vehicular internship scheduling in partnership with healthcare and prehospital training sites.
• Prepares and manages program budgets and instructional resource needs.
• Develops and implements evaluation tools to assess instructor effectiveness, student performance, and overall program quality.
• Represents the GRPSTC at professional conferences, regulatory meetings, and educational consortiums.
• Stays current on EMS educational best practices, emerging trends in prehospital care, and innovations in adult learning.
• Attends student counseling, disciplinary meetings, advisory committee meetings, convocations, program completion ceremonies, and faculty meetings.
• Coordinates Online Clinical Orientations, including conducting orientation, attending District meetings, scheduling students, performing audits of student documents, ensuring student completion of training modules, liaisons with clinical agencies, and ensuring adherence to hospital and department policies.
• Prepares and schedules orientation to the clinical site preceptors and student clinical rotations.
• Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Bachelor’s Degree in Education, Public Health, EMS Management, or a related field, 5 years of EMS education, curriculum development, and program administration experience and one (1) year of supervisory or lead experience. A Bachelor's degree is required.

• Master’s Degree in Education, Public Health, EMS Management, or related field preferred
• Prior experience as a Paramedic Program Director, Lead Instructor, or Academic Coordinator
• Familiarity with the Glendale Fire Department’s and GRPSTC’s operational and training structure

• Federal, state, and regional standards of care
• The principles of healthcare delivery systems and EMS
• Principles and practices of Fire, public, and government administration
• Theories, principles, and techniques used to facilitate adult learning
• CAAHEP and CoAEMSP accreditation processes
• Data-driven program evaluation and improvement strategies

• Designing, developing and presenting education classes

• Administer and coordinate training and instruction
• Demonstrate excellent leadership, communication, and interpersonal skills
• Write lessons plans, correspondence, schedules, and programs
• Communicate effectively both orally and in writing

• Academic training and experience equivalent to that of a Paramedic
• Arizona Department of Health-approved certifications in BLS, ACLS, PALS, ITLS
• A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing

Physical Requirements/Working Conditions

Primarily office setting with coordination with lead instructor and clinical coordinator for classroom and off-site training. Work requires lifting of up to 50 pounds.
