GENERAL DEFINITION OF WORK
Performs advanced professional work administering the City's Community Development Block Grant (CDBG) Entitlement Program. Responsible for the planning, implementation, financial management, regulatory compliance, and reporting associated with federally funded community development activities. Serves as the City's primary liaison with the U.S. Department of Housing and Urban Development (HUD) and coordinates CDBG-funded projects with City departments, elected officials, nonprofit organizations, contractors, consultants, and other governmental agencies.
Work is performed under the general supervision of the Director of Administrative Services.
ESSENTIAL FUNCTIONS

Program Administration
- Administer all aspects of the City's CDBG Entitlement Program in accordance with HUD regulations and applicable federal requirements.
- Develop and implement policies, procedures, priorities, and strategic plans to support community development objectives.
- Evaluate projects for eligibility, funding recommendations, and regulatory compliance.
- Coordinate implementation of CDBG-funded projects from application through closeout.
Planning & Compliance
- Prepare and administer all HUD-required plans, reports, environmental reviews, and regulatory documentation.
- Ensure compliance with applicable federal regulations, fair housing requirements, procurement standards, and grant conditions.
- Monitor subrecipients, contractors, and funded projects to ensure compliance with program requirements.
Financial Management
- Develop and administer program budgets, monitor expenditures, process reimbursements, and prepare financial reports.
- Manage grant funds, including HUD drawdowns, budget amendments, and financial reconciliations.
- Maintain accurate financial and program records supporting audits and regulatory reviews.
Community & Intergovernmental Relations
- Serve as the City's primary contact with HUD and other governmental agencies.
- Coordinate with City departments, nonprofit organizations, community groups, consultants, and elected officials.
- Conduct public meetings, hearings, and outreach activities required for citizen participation and fair housing compliance.
- Provide technical assistance regarding CDBG requirements and funding opportunities.
Program Development
- Identify community development needs and funding opportunities.
- Assist with grant writing, project development, procurement activities, and contract administration.
- Support neighborhood revitalization, housing, infrastructure, and other community development initiatives.
- Perform related work as assigned.

EDUCATION AND EXPERIENCE
Bachelor's degree in Public Administration, Business Administration, Urban Planning, Community Development, Finance, or a related field.
Three (3) to five (5) years of progressively responsible experience in federal grant administration, community development, housing, planning, or a closely related field.
Equivalent combinations of education and experience may be considered.
PHYSICAL REQUIREMENTS
Work is primarily performed in an office setting with occasional travel to project sites and public meetings. Ability to operate standard office equipment and communicate effectively with employees and the public.

Pay: $70,000.00 - $80,000.00 per year
