The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill School Facilities Eastern Washington Regional Coordinator. This full-time permanent position is remotely based in Eastern WA (preferably in Benton, Franklin, Grant, Lincoln, Spokane, Stevens, Whitman, Walla Walla, or Yakima counties). While this position is remote there is a monthly and quarterly requirement to attend in-person, multi-day meetings at the OSPI main office in Olympia. Position Overview
The position supports school districts in eastern Washington by assisting them in accessing the state’s K-12 capital financial assistance programs to provide resources to create and maintain the school facilities needed for student learning. The coordinator provides direction and leadership to school district staff and their representatives as it relates to planning, design, construction, of K-12 school facilities.
The position carries out a wide range of responsibilities as defined in the Revised Code of Washington (RCWs) and Washington Administrative Code (WACs). Most frequently RCW 28A.525, RCW 28A.315, and WACs 392-340 through 392-348, that relate to state financial assistance, procurement (public works laws), environmental health and safety, land use governance, building regulations, and other building code requirements.
The coordinator supports the Director in representing the Superintendent and the State of Washington in various state and national forums related to their primary responsibilities, including but not limited to educational, professional, and non-governmental organizations, and local, state and federal agencies.
The coordinator interprets and communicates effectively to a variety of stakeholders, as well as assists in articulating and developing complex rules and regulations.
Key Responsibilities
- Maintain the highest standard of personal, professional and ethical conduct.
- Provide guidance to diverse stakeholders and constituencies.
- Determination of state financial support primarily through the management and oversight of the School Construction Assistance Program (SCAP) and other K-12 capital programs.
- Direct responsibility for administration of the SCAP D-form process for a designated group of school districts across the state. Administration includes ensuring all school district responsibilities as outlined in four chapters of WAC are met and fulfilled in order qualify for state funding assistance.
- The coordinator provides guidance to school districts regarding state policies and procedures applicable to SCAP and other K-12 capital grant programs. This includes capital facilities planning, building condition assessments, area analysis of school buildings and sites, implementation of High-Performance Schools (green building), and an Asset Preservation Program (APP).
- Assist school district in maintaining required school facility data within OSPI’s Information and Condition of Schools (ICOS) data system.
- Provide guidance and support of all school district organizational issues as related to OSPI’s WAC authority.
- Assist in the development of budget and programmatic proposals including cost estimating and implementation goals.
- Monitoring and reviewing district information and data submittal to assure compliance with statutory requirements, regulations, policies, and sound business practices.
- Assist in the creation of new or changes to existing administrative rules (WACs).
- Independently plan, coordinate and work with attention to detail and in collaboration with stakeholders and other staff.
- Acting as a professional OSPI liaison to a diverse K-12 community and related consulting professionals.
Required Qualifications:
Required Education, Experience, and Competencies.
- Bachelor’s degree in architecture, landscape architecture, engineering, environmental health, planning, or related field and 3 years of experience in architecture/design, construction, facility maintenance, planning, or operations, real estate or land use, grants management, and other facilities related professions.
- OR
- Equivalent combination of education and experience totaling seven (7) years, demonstrating progressive responsibility in architecture/design, construction, facility maintenance, planning, or operations, real estate or land use, grants management, and other facilities related professions.
- Building planning, construction design, occupancy, maintenance and operations.
- Working knowledge of “green” building protocols such as LEED, CHPS, WSSP, or EPA Energy Star.
- Development of public policies and programs.
- Statewide travel will be required throughout the year to attend school district meetings (Up to 3-4 districts per month).
- This position requires working in the office at least two days per month.
- Must maintain residency in Washington State.
Direct construction, architectural, project management, and/or maintenance and operations experience that includes:
- Knowledge of varied and complex laws and rules governing state assistance and school district construction activities include statutes and rules that directly apply to the Washington State's school construction financial assistance program, capital construction financing, school district and state bonding authority, school district elections, and public works laws.
- Knowledge of the legal organization and financing of the Washington public school system and the unique authority and roles of the Office of Superintendent of Public Instruction.
- Knowledge of advanced principles and practices of public administration including state and school district financial management principles, processes, and practices, accounting, budgeting, fund and project management, program administration and development, planning, human resource, and public relations management.
- Knowledge of review and regulatory compliance roles in school construction involving a diverse array of state and local agencies including the departments of Planning, Health, Energy, Fire, Building, Ecology, Revenue, and Labor and Industries.
- Knowledge of design, construction, and maintenance issues affecting school administration and operations.

Compensation
