Site Security Program Manager (SSPM) – Yokota Air Base, Japan
T47 International, Inc. is seeking a qualified Site Security Program Manager (SSPM) for an anticipated secure construction project at Yokota Air Base in Fussa, Tokyo, Japan. The program will support the U.S. Army Corps of Engineers, Japan District, and protect the security integrity of the project under ICD 705 standards. This position is contingent upon contract award.
Location: Yokota Air Base, Fussa, Tokyo, Japan
Salary: $110,000–$150,000 annually, commensurate with experience
Employment Type: Full-Time, Contingent
Anticipated Start: Approximately November 2027
Project Duration: Approximately 18 months, through April 2029
Clearance: Active, final TOP SECRET clearance required; no interim clearances or waivers
Schedule: Full-time; must be available 24/7 from project start through completion
T47 will sponsor SOFA status for selected candidates. Housing and relocation support details will be provided during the interview process. Compensation includes base salary, a comprehensive benefits package, and annual retention bonuses.
Position Summary
The SSPM will serve as the primary point of contact for security at the construction site and the designated lead for construction site security. The SSPM will implement all aspects of the Construction Security Plan (CSP) and maintain direct communication with the COR and Government Site Security Manager.
Key Responsibilities
- Implement the Construction Security Plan and maintain the security integrity of the site.
- Develop Standard Operating Procedures and Special Instructions for construction surveillance in accordance with ICD 705, DoD 5105.22-M Volumes 1–3, and the CSP.
- Implement procedures to prevent unauthorized site access.
- Document security violations and deviations and notify the Government for disposition.
- Prepare and sign weekly security violation reports in Microsoft Excel, including weeks with no incidents.
- Coordinate with the construction contractor to ensure site security and CSP compliance.
Minimum Qualifications
- Active, final TOP SECRET clearance.
- Demonstrated experience leading ICD 705 construction security or site security management.
- Working knowledge of ICD 705 and DoD 5105.22-M.
- Ability to remain available 24/7 for the duration of the project.
- Proficiency in Microsoft Excel, Word, and Outlook.
- U.S. citizen and eligible for SOFA status in Japan.
- Must meet applicable vision, health, medical examination, and drug screening requirements.
Preferred Qualifications
- Site Security Manager training or certification.
- Prior service as a CST or Lead CST on SCIF or SAPF construction.
- Experience with USACE, AFCEC, NAVFAC, or Department of State construction projects.
- Candidates who also meet the Project Manager qualifications are encouraged to apply.
