Data Reporting & Analytics Developer
Job Summary
We are seeking an experienced Data Reporting & Analytics Developer to join a State of Georgia modernization program. You will design, build, and maintain the reporting layer, data pipelines, and analytics products that support program operations, management decision-making, and mandated state and federal reporting.
This role sits at the intersection of data engineering and business intelligence. You will work directly with program staff and business analysts to turn operational data into dashboards, scheduled reports, and analytical datasets that stakeholders rely on.
Key Responsibilities
- Design, develop, and maintain operational and analytical reports, dashboards, and data visualizations
- Build and optimize ETL/ELT pipelines to move data from transactional systems into the data warehouse or reporting layer
- Write, tune, and troubleshoot complex SQL — stored procedures, views, window functions, and performance-critical queries
- Develop and maintain data models (star/snowflake schemas, dimensional models) supporting reporting and analytics
- Produce recurring state and federal compliance reports, ensuring accuracy, completeness, and on-time delivery
- Partner with business analysts and program staff to gather reporting requirements and translate them into technical specifications
- Implement data quality checks, reconciliation logic, and validation rules across pipelines
- Support ad-hoc data requests and analysis from program leadership
- Document data definitions, lineage, business rules, and report specifications
- Participate in code reviews, testing, and release activities
- Troubleshoot data discrepancies across source systems and reporting outputs
Mandatory Qualifications
- Professional experience in data reporting, business intelligence, or analytics development
- Advanced SQL skills, including query optimization and performance tuning against large datasets
- Hands-on experience with at least one enterprise BI/reporting tool: Power BI, Tableau, SSRS, Cognos, or MicroStrategy
- Experience building and maintaining ETL/ELT processes using tools such as Informatica, SSIS, Talend, dbt, or equivalent
- Working knowledge of relational databases — SQL Server, Oracle, PostgreSQL, or DB2
- Experience with dimensional data modeling and data warehouse design principles
- Demonstrated ability to gather reporting requirements directly from non-technical business stakeholders
- Strong data validation, reconciliation, and quality-assurance practices
- Experience with version control (Git) and collaborative development workflows
- Excellent written and verbal communication skills
Desirable Qualifications
- Experience on state or federal government projects
- Experience producing federally mandated reports and understanding of associated compliance requirements
- Cloud data platform experience — AWS (Redshift, Glue, Athena, S3), Azure (Synapse, Data Factory), or Snowflake
- Python or R for data analysis, automation, or scripting
- Experience with modern data stack tooling (dbt, Airflow, Fivetran)
- Understanding of data governance, master data management, and data cataloging
- Knowledge of PHI/PII handling and HIPAA-adjacent data privacy requirements
- Experience with agile delivery methodologies
- Bachelor's degree in Computer Science, Information Systems, Statistics, or a related field
Flexible work from home options available.

Verify your CIP code before applying
Check your degree's Classification of Instructional Programs code against the DHS STEM Designated Degree Program List. Statistics, computer science, and information systems degrees commonly qualify, but institutional coding varies, so confirm with your DSO before targeting STEM OPT roles.
Confirm E-Verify enrollment before accepting offers
Search the E-Verify employer database before signing any offer letter. A Data Analyst Lead role at a non-enrolled employer disqualifies you from the 24-month extension, regardless of how strong the offer is.
Build an I-983 training plan tied to leadership deliverables
Your I-983 must map STEM learning objectives to your actual job duties. For a lead role, document specific data strategy projects, mentorship responsibilities, and tools like SQL or Python pipelines as concrete training goals your supervisor can attest to.
Target employers with active H-1B LCA filings
Use the OFLC Wage Search to identify companies that have filed Labor Condition Applications for data analyst or business intelligence roles. Prior LCA activity signals an established sponsorship process, which matters when you're planning your transition before your 36 months expire.
Use Migrate Mate to filter for E-Verify employers hiring data leads
Search Migrate Mate for Data Analyst Lead openings filtered to E-Verify-enrolled employers. The platform surfaces DOL filing history by role, so you can prioritize companies that have already navigated analyst-level sponsorship rather than starting from scratch.
Negotiate a start date that preserves your cap-gap window
If your employer files an H-1B visa petition before your OPT expires, cap-gap extends your authorization through September 30. Time your offer acceptance and I-20 extension request so your STEM OPT end date doesn't fall between the petition receipt and the October 1 H-1B start date.
Frequently Asked Questions
Does a Data Analyst Lead role qualify for the STEM OPT extension?
Yes, if your degree is in an eligible STEM field listed on the DHS STEM Designated Degree Program List and your employer is enrolled in E-Verify. The role itself must also provide practical training related to your degree. Your DSO reviews these conditions when approving your I-20 endorsement for the 24-month extension.
Which STEM degrees support a Data Analyst Lead STEM OPT application?
Degrees in statistics, computer science, applied mathematics, information systems, and data science commonly qualify. The determining factor is your degree's CIP code, not just the degree title. Check your transcript and confirm the CIP code with your DSO against the official DHS list before you apply to roles requiring STEM OPT eligibility.
How do I verify that a Data Analyst Lead employer is enrolled in E-Verify?
Search the E-Verify employer database maintained by USCIS before accepting any offer. E-Verify enrollment is a hard requirement for STEM OPT authorization. If an employer isn't enrolled at the time of your extension request, you can't use that job to qualify, even if they enroll later. Migrate Mate flags E-Verify status for employers in its listings.
What should my I-983 training plan include for a lead-level data analytics role?
Your I-983 must document specific learning objectives tied to your STEM degree and your actual job duties. For a Data Analyst Lead, this typically includes quantitative modeling projects, cross-functional data strategy responsibilities, and tools or methodologies directly tied to your academic training. Both you and your supervisor sign the plan, and it must be updated every 12 months or whenever your role changes materially.
How does cap-gap protection apply if I'm on STEM OPT and receive an H-1B approval?
If your employer files an H-1B petition on your behalf before your STEM OPT expires, cap-gap automatically extends your work authorization through September 30 of that year. Your EAD remains valid during this period as long as the petition is timely filed and non-frivolous. USCIS issues an updated I-20 reflecting the cap-gap extension, which you carry alongside your existing EAD.
