Capital One is seeking a Lead Technical Consultant to lead technical execution, run shield and interference for implementation teams and drive delivery process optimization across our digital product ecosystem.
In this role, you will act as the operational bridge between strategy and execution. The Lead Technical Consultant will take direct ownership of managing project execution, organizing Jira backlogs, building release plans, and streamlining delivery workflows. By managing upcoming major initiatives and shielding the Implementation Team from mid-stream disruptions and shifting requirements, you will ensure our engineering group can maintain focus on launching new digital products efficiently.
Key Responsibilities:
Technical Project Leadership & Backlog Management
Agile Delivery Management: Lead day-to-day team planning, alignment meetings, demos, retrospectives, and backlog refinement events.
Backlog Ownership & User Stories: Translate features into robust user stories with detailed acceptance criteria, clear definitions of ready (DoR), and definitions of done (DoD). Sign off on accepted deliverables.
Capacity & Release Planning: Oversee team capacity, develop realistic release plans, monitor delivery velocity, and maintain metrics within Jira to ensure predictable project completion
Operations, Process Improvement & Shielding
Team Shielding: Run operational interference for downstream digital implementation teams, protecting them from ad-hoc change requests and constant shifts in priority.
Process Optimization: Identify delivery bottlenecks, automate/proactively streamline workflows, and implement process improvements that reduce time-to-market.
Risk & Roadblock Management: Solve critical project roadblocks, manage dependencies, and actively mitigate risks before they impact product releases or business operations.
Technical & Business Coordination
Cross-Functional Liaison: Serve as the primary technical bridge between business stakeholders, external and internal integration partners, and core engineering groups.
Technical Quality & Consultation: Leverage technical knowledge of APIs and backend systems to assist in sizing, impact assessments, and troubleshooting during technical execution.
Basic Qualifications:
High School Diploma, GED or equivalent certification
At least 3 years of experience as a Technical Project Manager or Agile Delivery Lead managing software development teams within the banking or payments industries
At least 2 years of experience working with API testing tools and JIRA
Preferred Qualifications:
Bachelor’s Degree
4+ years of technical project management experience within API-driven architectures, including familiarity with API security and protocols (API Keys, TLS/SSL, JWT), analyzing API logs, error codes, and network traces to assist teams during certification testing or integration issue resolution
4+ years of experience with JIRA, including complex workflow creation, dashboard building, and tracking team performance metrics

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
McLean, VA: $120,800 - $137,900 for Lead Technical ConsultantRichmond, VA: $109,900 - $125,400 for Lead Technical Consultant
Riverwoods, IL: $109,900 - $125,400 for Lead Technical Consultant
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
