The Position

Job Appointment: Full-Time, At Will.

This position is exempt from Civil Service and is an "At Will" position. It serves at the discretion of the hiring authority, subject to the City of Portland Human Resources Administrative Rules and the Portland City Charter and Code.

Work Schedule: Monday – Friday, 8 am-5 pm. An alternate schedule may be available.

Position Summary:

The Portland City Attorney’s Office seeks an environmental attorney to work with its Portland Harbor Superfund Site team. The position requires a minimum of 4-7 years of experience including complex environmental litigation and familiarity with environmental law issues. The position will involve complex multi-party negotiations, liability allocation, written and oral advocacy, and review of technical documents and working with an interdisciplinary project team.

To Qualify

The following minimum qualifications are required for this position:

• A minimum of 4 years’ experience as an environmental litigation attorney, including State and/or Federal Court and litigation experience, or other combination of experience demonstrating a capacity to perform the essential functions of the position.
• A Juris Doctor from an ABA accredited law school; AND
• Oregon State Bar Membership, in good standing, or membership in good standing in the Bar of another jurisdiction, with the ability to obtain Oregon State Bar Membership.

An ideal candidate will have:

• At least 7 years’ experience as an environmental litigation attorney.
• Excellent communication skills.
• Excellent writing ability.
• Proficiency in time and case management.

Step 2: Minimum Qualification Evaluation: April 14 - April 17, 2026

• Additional evaluation may be required prior to establishment of the eligible list and/or final selection.

Step 3: Establishment of Eligible List: Week of April 20, 2026

• Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.

Step 4: Selection (Interview): Late April to Early May

• Hiring bureau will review and select candidates for an interview.

Step 5: Offer of Employment: Mid-May

• Some positions will require those offered employment to complete and sign a criminal background statement before being considered for employment.

Step 6: Start Date: Late May / Early June

• A start date will be determined after all conditions of employment have been met.
