You are a creative, experienced E-Learning Developer who thrives on transforming complex information into effective online learning solutions. You would be excited to join the E-Learning Team, which focuses on designing and implementing digital training programs that drive professional growth. You would be eager to support our department’s mission: “To help TWC and our partners enhance employee workplace skills and productivity through the delivery, development, and coordination of quality learning opportunities,” and you would be proud to work for a state agency with a noble public service mission.
WHAT YOU WILL DO:
The Training and Development Specialist IV performs highly complex (senior-level) training work. Works under limited supervision, with moderate latitude in the use of initiative and independent judgment.
- Create interactive e-learning modules, instructional videos, animations, and graphics using modern authoring tools.
- Partner with subject matter experts (SMEs) and high-level administrators to design and develop formal, comprehensive training programs.
- Navigate the Learning Management System (LMS) to build courses, manage user data, and maintain learning paths and assessments.
- Manage and audit training content to ensure full compliance with Section 508 accessibility requirements.
- Oversee multiple development projects from initial intake through final delivery using project management methodologies.
- Coordinate and administer web-conferencing activities and professional webinar sessions.
- Develop and implement tools to assess training impact and measure learner performance.
- Act as a resource and mentor for the training team, offering creative solutions and instructional design expertise.
- Facilitate meetings and deliver briefings to leadership regarding training strategies and project progress.
- Prepare professional proposals, reports, and documentation to support the agency's mission and continuous improvement.
- Three years of experience in positions that provided knowledge of training methods, techniques, and materials as related to individual development, education, and training programs; or in positions that provided knowledge of agency operation or programs which included giving group presentations.
- Relevant academic credits may be applied toward experience qualifications for this position.
- Knowledge of instructional design models, principles, and techniques.
- Experience using Adobe suite (including Photoshop, Illustrator, and Premiere Pro) and Camtasia.
- Experience in developing curricula using e-learning authoring software such as Articulate 360, SoftChalk, Blackboard, or Moodle.
- Experience with current HTML5 and CSS3 standards.
- Experience with current responsive design techniques.
- Proficiency with Microsoft Suite, MS Teams, Zoom, or other authoring tools.
- Knowledge of Section 508 of the Rehabilitation Act accessibility requirements.
- Ability to create well-structured and grammatically correct materials that meet the needs of the audience.
