ABOUT THE ROLE
We are seeking a seasoned Project Manager to embed within the pilot program and serve as the central operational backbone across four cross-functional workstreams: Strategy, Activation, Technology, and Testing & Experimentation. This is a high-visibility contract role requiring a true PMO mindset — someone who thrives on structure, ownership, and clarity in fast-moving environments. You will serve as the primary point of contact across business units, campaign managers, agency partners, and technology teams — keeping work moving, risks visible, and stakeholders aligned.
KEY RESPONSIBILITIES
- Serve as the single point of contact across Strategy, Activation, Technology, and Testing & Experimentation workstreams, driving day-to-day technical and operational coordination.
- Track assets through test and release gates; manage timelines, dependencies, and critical path milestones across four teams.
- Plan and facilitate working sessions and checkpoints with clear agendas, defined owners, deadlines, and documented follow-ups.
- Maintain real-time trackers, meeting notes, and status reports — acting as the single source of truth for asset pipeline, testing status, risks, and decisions.
- Apply disciplined PMO practices to all documentation, including RAID logs, post-mortems, and lessons learned.
- Monitor for process deviations, resource conflicts, and blockers; drive timely resolution and escalate issues proactively.
- Partner with configuration and activation teams to triage capacity and unblock bottlenecks in the site build, test, and release pipeline.
- Maintain a master view of queue statuses — always knowing the current state of work and the next step for each workstream.
- Conduct data reporting and tracking to support metrics-driven decision making across the program.
- Identify and recommend improvements to PM tools, templates, and processes on an ongoing basis.
REQUIRED QUALIFICATIONS
- 5 years of project or program management experience, ideally in a PMO or multi-workstream environment.
- Background in finance, fintech, or another highly regulated industry strongly preferred; experience in digital marketing or online acquisition is a plus.
- Demonstrated ability to manage cross-functional stakeholders and serve as a central coordinator across multiple teams simultaneously.
- Proven experience with test & release gate management, QA/UAT coordination, and production release workflows.
- Strong command of RAID (Risks, Actions, Issues, Decisions) frameworks and PMO documentation discipline.
- Excellent meeting facilitation skills: agenda setting, timeboxing, action/owner/due-date tracking, and follow-up management.
- Proficiency in PM tools (task boards, trackers, Gantt/roadmaps), Excel, and PowerPoint.
- Basic digital and website fluency: understands URLs, links/redirects, landing pages, CMS updates, tagging/pixels, QA checks, and how site changes move through dev–stage–prod environments.
PREFERRED QUALIFICATIONS
- Experience supporting digital or performance marketing campaigns, partner/client site builds, or agency coordination.
- Familiarity with testing and experimentation workflows (A/B, multivariate) within a marketing or product context.
- PMP, PMI-ACP, or equivalent certification.
- Prior experience in a financial services or fintech environment.
CORE SKILLS & COMPETENCIES
Technical & Operational
- Cross-functional project/program management, multi-workstream orchestration, dependency & critical path management
- Asset pipeline tracking, test & release gate management, QA/UAT & production release coordination
- Single-source-of-truth documentation, change control, scope management, capacity planning
Stakeholder & Communication
- Stakeholder management, vendor/agency partner coordination, escalation management
- Meeting facilitation, agenda setting, timeboxing, action/owner/due-date tracking
- Risk/issue/decision management (RAID), conflict resolution, negotiation

Which technology companies sponsor H-1B visas in Delaware?
Delaware's largest H-1B technology sponsors are concentrated in financial services, where banks and credit card companies maintain substantial engineering teams. JPMorgan Chase, Bank of America, Barclays, and Discover Financial have all filed H-1B petitions for technology roles in Delaware. DuPont and consulting firms like Accenture and Cognizant also appear in Department of Labor disclosure data as Delaware H-1B sponsors for software and IT positions.
Which cities in Delaware have the most technology H-1B sponsorship jobs?
Wilmington accounts for the overwhelming majority of H-1B technology roles in Delaware. It serves as the state's financial and corporate hub, housing the technology divisions of major banks and credit institutions. Newark, home to the University of Delaware, has a smaller but growing cluster of technology employers. Dover, the state capital, has limited private-sector technology sponsorship activity by comparison.
What types of technology roles typically qualify for H-1B sponsorship in Delaware?
Software engineers, data engineers, cybersecurity analysts, cloud architects, and quantitative developers are among the roles most commonly sponsored under H-1B in Delaware. Many of these positions are tied to financial technology, fraud detection, payments infrastructure, and data analytics within Delaware's banking sector. Roles must qualify as specialty occupations requiring at least a bachelor's degree in a specific technical field.
How do I find technology H-1B sponsorship jobs in Delaware?
Migrate Mate lets you filter specifically for H-1B technology jobs in Delaware, surfacing roles from companies with verified sponsorship histories. Because Delaware's technology market is heavily weighted toward financial services, filtering by industry alongside visa type helps narrow results to employers actively filing petitions rather than those that sponsor only occasionally.
Are there any Delaware-specific considerations for technology H-1B sponsorship?
Delaware's incorporation-friendly legal environment means many companies are legally registered here but operate their technology teams in other states, so it's worth confirming the actual work location before applying. For roles physically based in Delaware, the Department of Labor's prevailing wage determination will reflect Wilmington-area rates. Delaware has no state income tax on wages, which is relevant context when evaluating compensation packages.
What is the prevailing wage for H-1B technology jobs in Delaware?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
