Program Manager I – Sewer & Stormwater Watersheds & Environmental Resilience
Schedule: 8:00 a.m. – 5:00 p.m., hours may vary
Are you a certified (or certification-ready) environmental professional who thrives on managing stormwater programs, leading teams, and turning data into action? Strategic, organized, and collaborative, you bring expertise, creativity, and persistence—and transferable skills from project management, regulatory compliance, construction oversight, or sustainability initiatives—to make an immediate impact.
You'll lead programs that improve water quality, manage stormwater, and support environmental resilience across Fort Wayne. From coordinating with local watershed groups to overseeing Green Infrastructure designs and floodplain management, you'll implement policies, manage capital projects, and guide compliance programs. Your work ensures sustainable, cost-effective, and safe practices in City Utilities operations.
Key Responsibilities
- Direct and manage Sewer & Stormwater staff, including recruiting, training, performance evaluations, and discipline
- Lead MS4 Public Outreach and Education programs; track, report, and ensure regulatory compliance
- Coordinate with citizens, local organizations, and other agencies on mitigation areas, rain gardens, and regulated/natural drains
- Oversee floodplain strategic planning, permitting, water quality analysis, and capital project design and execution
- Manage project schedules, budgets, reporting, and presentations using PMIS, Microsoft Office, and GIS tools
What You Bring – Education & Experience
- Bachelor's degree in Environmental Science, Engineering, Landscape Architecture, or related field (or equivalent experience)
- Minimum 3 years of experience in utilities, stormwater, water quality, sustainability, or related public agency projects
- Leadership experience managing teams and interdisciplinary projects
- Strong analytical, communication, and project management skills
- Working knowledge of construction contracts, methodologies, and regulatory compliance
- Transferable skills from project management, regulatory compliance, construction oversight, or sustainability initiatives are highly valued
Preferred Certifications
- Certified Professional in Erosion and Sediment Control (CPESC) OR Certified Erosion, Sediment and Stormwater Inspector (CESSWI) within 18 months of hire
- National Floodplain Manager Certification within 12 months
- Indiana Commercial Pesticide and Fertilizer Applicator Certification Categories 5 and 6 within 12 months
- Valid Indiana Driver's License
Technical Skills & Knowledge
- Proficiency in Microsoft Office, Excel (pivot tables), Power BI, PowerPoint, Word, Adobe Illustrator
- Experience with ESRI ArcGIS and other GIS software preferred
- Ability to prepare technical reports, visualizations, and public presentations
