The State of New Hampshire, Judicial Branch, Administrative Office of the Courts, has a Full-Time vacancy for Domestic Violence Program Manager. Please submit a resume and cover letter along with your application.
Summary: The Domestic Violence Program Manager is a regular, full-time position working in the New Hampshire Court System, subject to sufficient and continued funding of the Judicial Branch by the Legislature. This is highly responsible supervisory position requiring the exercise of considerable independent judgment in supporting the New Hampshire Judicial Branch’s (NHJB) response to intimate partner violence and stalking. This position involves exacting work as it pertains to orders of protection that are issued and withdrawn in the Circuit and Superior Courts. This position manages the operations of the NHJB’s Protection Orders Registry including supervision of the department’s employees. The person in this position must work closely with both court personnel of all levels and external partners to ensure compliance with state and federal laws and regulatory requirements. It involves active participation in audits and implementation of corrective action plans as needed. This position plays a key role in grants management specific to grants for initiatives addressing domestic violence and stalking related issues, serving as the primary point of contact with the grant funders and court personnel who administer the grants. The person in this position coordinates revisions to domestic violence protocols and forms as may be necessary and works closely with judges and staff on issues related to domestic violence, stalking, criminal bail protective orders, and other orders of protection and restraining orders.
Minimum Qualifications
Education and Experience: Graduation from an accredited four-year institution of higher learning with a bachelor’s degree in human services, social work, criminal justice or a related discipline; Juris Doctorate preferred.
At least five years’ experience in domestic violence policy, advocacy, family or criminal law work; experience in court or related supervisory work is desired. Substitution of appropriate experience and education will be considered by the hiring authority.
Knowledge, Skills, and Abilities:
- Considerable knowledge of court rules and procedures, legal documents, laws, and legal factors pertaining to the court in general and in the areas of intimate partner violence, stalking, and order of protection matters in particular.
- Considerable knowledge and skill with technology available to enhance public access to justice and to provide meaningful and interactive educational opportunities for judges, clerks, and staff.
- Knowledge of the organization, functions, and responsibilities of the court system.
Skilled in:
- Strong organizational skills with the ability to meet multiple competing deadlines.
- Exacting skills with the ability to mitigate errors even when facing multiple priorities.
Ability to:
- Express ideas on a wide range of subjects clearly, concisely, both orally and in writing.
- Organize, direct, and coordinate administrative activities in a manner conducive to creating a productive environment with high morale.
- Perform all duties in a highly autonomous manner with minimum instruction and supervision.

Successful completion of a background check, including criminal records and motor vehicle. Must be able to successfully pass the FBI certification for NCIC usage and oversight.
Responsibilities:
- Serves as the NHJB’s primary point of contact with the Department of Safety, State Police Gunline and NCIC units, and others to ensure compliance with all state and federal regulatory requirements including direct participation in audits.
- Serves as the Terminal Access Coordinator for the purposes of the NHJB’s access to the National Crime Information Center (“NCIC”) systems. This includes serving as the primary after hours contact for the Department of Safety for purposes of unexpected Registry outages, managing Branch employee access to NCIC, and serving as the point person with the Federal Bureau of Investigation for audits of the system and access.
- Supervises Protection Order Registry staff including the Assistant Manager, to create staff schedules, assign work, and monitor work to ensure sufficient Registry coverage and accurate work output; conducts performance management and employee evaluations; participates in hiring decisions and progressive discipline of employees as necessary.
- Ensures the accuracy of court order information and data going into and out of the domestic violence registries for the NH Judicial Branch. Performs detailed data entry on Registry work, including entry of orders of protection into law enforcement database, as needed.
- Prepares courts for FBI audits and assists courts with corrective action plans based on audit findings, as necessary.
- Works with the AOC, Office of Strategic Initiatives, for grant funding, including the Violence Against Women Act (VAWA) grant and other grants, and assists with grant writing, grant reporting, project management related to the grants, and appropriate communication with NHJB administrators and managers relative to grants management. Identifies measurable project goals, including criteria for evaluating a project and its objectives, and demonstrates excellent project management skills related to timeliness, progress, accountability, and budgeting.
- Trains Registry staff and court staff on issues pertaining to orders of protection and Circuit Court restraining orders, domestic violence protocols, and related issues. Assist with judicial training and bail commissioner training on these same topics.
- Participates in internal court committees and in court work groups to promote best practices and consistency in the area of domestic violence, stalking, criminal protective bail orders and other related areas.
- Participates in multi-disciplinary efforts that promote a coordinated community response to intimate partner violence and stalking, as assigned by the Director of Court Operations or their designee.
- Ensures accuracy of domestic violence and order of protection related forms and processes used by the public, court staff and judges, and proposes recommendations for updates and edits, as necessary. Participates in strategic planning and policymaking, and support NHJB initiative, to access to justice for individuals and families involved in domestic violence and stalking related family and criminal cases.
- Assists with business process reengineering and strategic planning necessary for orders of protection and domestic violence related cases to enhance access to justice and efficiencies in the Circuit Court.
- Coordinates, implements, and/or monitors various innovations consistent with the court services and needs as assigned by the Director of Court Operations or their designee.
- Authors or contributes to written materials required, such as judicial directives, reports, and website content.
- Perform other duties as assigned.
