INTRODUCTION
This position ensures a full array of customer service in assisting veterans and their eligible dependents with filing for VA and state veteran benefits earned through their service to country. The Veteran Service Officer (VSO) will perform duties as outlined by the service delivery system of the NM Department of Veteran Services. This position must maintain a National Association of County Veteran Service Officers (NACVSO) certification and must pass a background check conducted by the Veterans Administration. This position will maintain current knowledge of and accreditation in accordance with the Title 38 CFR 14.629 and eligibility of benefits under New Mexico Laws of 1978 as amended. The VSO determines eligibility for state and federal benefits in accordance with the Department of Veterans Affairs and the Veterans Administration, Title 38 Laws Appeals process.
ROLE AND RESPONSIBILITIES
The Veteran Service Representative assists Veteran Service Officers with the technical, regulatory, and advocacy-based assistance to New Mexico veterans and their eligible dependents in the preparation, development, and submission of claims for federal benefits administered by Department of Veterans Affairs. This includes original claims, supplemental claims, higher-level reviews, and appeals for compensation, pension, dependency, survivors’ benefits, and related entitlements in accordance with Title 38, Code of Federal Regulations.
The Veteran Service Representatives will conduct comprehensive intake interviews; gather military service records, medical evidence, and supporting documentation; for building basic and ongoing eligibility for federal and state veteran benefits.
In coordination with the New Mexico Department of Veterans Services Benefits Bureau, the Veteran Service Representative will assist with the filing of state-administered benefits, including tax exemptions, tax waivers, and other state programs authorized under New Mexico law. The Veteran Service Representative gathers supporting documentation for each program.
This position supports outreach and education efforts by coordinating with the supervisor to assist in the planning and execution of community outreach events, veteran town halls, and informational briefings designed to increase awareness of federal and state veteran benefits. The Veteran Service Representative serves as a technical resource and advocate for veterans’ programs and collaborates with federal, state, tribal, and community partners to support veterans’ needs.
MINIMUM QUALIFICATIONS
High School diploma or equivalent and two (2) years of experience in eligibility interviewing, case management, medical reporting/coding/billing, or administrative/office management. Two (2) years of active-duty service in the Armed Forces with an honorable character of service will substitute for the required experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience. Must take the Introduction to Veterans Administration (VA) Benefits course from the National Association of County Veteran Service Officers (NACVSO), passing the corresponding test, and obtain and maintain a VA Personal Identification Verification card within one (1) year of hire.
WORKING CONDITIONS
Office setting, exposure to visual/video display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. This position does require travel in and around the Albuquerque area and surrounding communities.
