The Director of Digital Information and Technology Strategies (ODITS) provides executive leadership and strategic direction for enterprise-wide digital initiatives. This role was established to address significant organizational, technological, and regulatory changes, and to guide the agency through an increasingly complex and expanding digital environment. In this position, the Director leads the development and implementation of a unified digital strategy across all program areas.
The Director is accountable for strengthening Information Technology (IT) governance, cybersecurity oversight, and data governance at an enterprise level. This includes managing risk, ensuring compliance with statewide and federal requirements, and enhancing audit readiness as technology investments continue to grow in scale and scope. Additionally, this role establishes centralized leadership to improve coordination across previously decentralized IT functions, ensuring greater efficiency, integration, and fiscal stewardship. The Director plays a critical role in safeguarding public resources, maintaining regulatory integrity, and supporting mission-critical environmental operations statewide.

- Lead the agency's enterprise digital strategy and long-term modernization efforts, aligning technology with mission, regulatory goals, and public service outcomes
- Develop and oversee implementation of multi-year technology roadmaps, including cloud systems, Artificial Intelligence (AI) tools, Geographic Information System (GIS), and enterprise data platforms
- Provide executive oversight of IT operations, ensuring reliable, secure, and scalable technology services across all programs and locations to include executive leadership, supervise senior staff, and coordinate with internal and external stakeholders to ensure alignment, accountability, and organizational effectiveness
- Establish and enforce enterprise IT governance, including privatization, performance metrics, budgeting coordination, and compliance with state requirements
- Direct cybersecurity, risk management, and data governance frameworks, ensuring compliance with state and federal mandates and protecting agency systems and data
- Oversee public-facing digital systems, web platforms, and GIS strategy to enhance transparency, accessibility, and data-driven decision-making

Minimum Qualification
Bachelor's Degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and eight (8) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. At least four (4) years leading an IT team.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. May be required to work additional hours and/or evening and weekend hours.
