INTRODUCTION
The Technical Product Manager, Enterprise Applications owns product direction and delivery outcomes for a core enterprise PSA/ERP platform supporting approximately 7,000 users across ten business units. Sponsored by the COO and operating within a SOX-regulated control environment, the role requires strong executive engagement and disciplined governance. This is primarily a product role, with delivery accountability as a secondary responsibility. The Technical Product Manager owns the roadmap and backlog, translates business strategy into prioritized platform capabilities, and defines the execution plan behind delivery. The ideal candidate is highly systematic and process-oriented, comfortable working between senior business leaders and a distributed engineering team, and able to maintain a clear product vision across ten business units with competing priorities.
ROLE AND RESPONSIBILITIES

- Manage the product backlog end to end, including gathering requirements, writing and refining user stories, and continuously prioritizing work against agreed value criteria.
- Run discovery with stakeholders across all ten business units, identify true capability gaps versus process or adoption issues, and translate findings into scoped product decisions.
- Serve as the primary decision-maker on scope and trade-offs, partner with engineering and business leaders, and escalate only when decisions exceed role authority.
- Build delivery plans, coordinate release readiness, support stakeholder communications, and ensure smooth execution through cutover, UAT, training, and adoption tracking.
BASIC QUALIFICATIONS
- Minimum 8 years of combined experience in product management, delivery management, or program management in a technology environment.
- Hands-on experience with enterprise ERP or PSA platforms, including implementation, ownership, or major-release delivery.

- Strong working knowledge of Agile delivery frameworks and experience partnering with a Scrum Master or delivery lead.
- Demonstrated ability to influence senior stakeholders without formal authority.
- Experience working in a regulated or audited control environment, with practical knowledge of change control and segregation of duties.
- Excellent written and verbal communication skills in English, including the ability to produce executive-ready materials.
- Bachelor’s degree in Engineering, Computer Science, Information Systems, or a related field, or equivalent professional experience.
PREFERRED QUALIFICATIONS
- Functional experience with the Salesforce platform and its native application ecosystem.
- Hands-on experience with a native Salesforce PSA platform, such as Certinia, especially in resource management, project accounting, or revenue recognition.

- Familiarity with ITIL service management concepts and internal platform support models.

Which companies sponsor visas for director of program management roles in Pennsylvania?
UPMC, Jefferson Health, Comcast, Lockheed Martin, SAP, and PNC Financial are among the Pennsylvania employers with documented H-1B sponsorship activity for senior program management positions. Large healthcare networks and defense contractors in the Philadelphia and Pittsburgh metro areas tend to file the most petitions for director-level roles that require overseeing complex, multi-team programs.
Which visa types are most common for director of program management roles in Pennsylvania?
The H-1B is the most common visa category for director of program management positions in Pennsylvania, as the role typically qualifies as a specialty occupation requiring a bachelor's degree or higher in a relevant field such as engineering, computer science, or business administration. Candidates already holding L-1A visas through multinational employers may also pursue this level of role through intracompany transfer pathways.
Which cities in Pennsylvania have the most director of program management sponsorship jobs?
Philadelphia generates the highest concentration of director of program management sponsorship opportunities in Pennsylvania, driven by its healthcare, financial services, and technology sectors. Pittsburgh is a secondary hub, particularly in healthcare IT and defense. King of Prussia and the broader Lehigh Valley corridor also see consistent hiring at the director level from pharmaceutical and manufacturing employers.
How to find director of program management visa sponsorship jobs in Pennsylvania?

You can narrow results to Pennsylvania and review which companies have active openings at the director level, helping you prioritize outreach to organizations with established sponsorship programs.
Are there any Pennsylvania-specific considerations for director of program management visa sponsorship?
Pennsylvania's concentration of large hospital systems and federally contracted defense firms means many director of program management roles carry prevailing wage obligations tied to the Philadelphia or Pittsburgh metropolitan statistical areas, which differ from rural Pennsylvania rates. Candidates with graduate degrees from Pennsylvania institutions such as Carnegie Mellon, Penn, or Drexel often have existing employer relationships that can streamline the sponsorship conversation at the director level.
What is the prevailing wage for sponsored director of program management jobs in Pennsylvania?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
