This role owns the uprate’s cross-cutting program alignment, managing changes to Fire Protection, Environmental Qualification (EQ), design integration, procedures, and training driven by the uprate scope. The Sr. Manager directs a team that includes SROs, procedure writers, engineers, etc. supporting design integration and operability review. The position serves as the primary interface between project execution and station programs, ensuring all program updates are completed, verified, and ready to support uprate.
Job Description
Key Accountabilities
- Own program alignment across Fire Protection, EQ, design integration, procedures, and training — ensuring all programs reflect EPU modifications and are ready for implementation.
- Directly manage two SROs supporting design integration and operability review, embedding licensed operator perspective into design decisions and procedure development.
- Coordinate FPP and EQ updates with EPCs, Owner's Engineer, and licensing to capture, document, and approve uprate-driven licensing basis changes prior to implementation.
- Drive revision of operating, emergency, and abnormal procedures for EPU power levels and setpoints; coordinate with training to incorporate changes into licensed and non-licensed operator programs.
- Serve as the cross-project integration point for program commitments. Identify program-related risks and schedule conflicts; escalate issues between project execution and program requirements to protect outage readiness and NRC compliance.
Education, Experience, & Skill Requirements
- Bachelor’s degree in Engineering or related technical field required.
- 10+ years of nuclear industry experience, with 5+ years in a leadership role overseeing nuclear programs or engineering.
- Deep knowledge of nuclear licensing basis programs: Fire Protection (FPP), Environmental Qualification (EQ), procedures, and training.
- Previous SRO or RO required.
- Strong knowledge of NRC regulations, NQA-1 standards, and INPO/WANO program requirements.
- Experience managing large teams.
Key Metrics
- 100% program readiness prior to uprate such as Fire Protection, EQ, procedures, and training complete and verified.
- Zero NRC violations or corrective action program items attributable to program gaps or procedure inadequacy.
- On-schedule delivery of procedure revisions and training curriculum updates aligned to project milestones.
- Strong integration between project engineering, site operations, and licensing – no unresolved operability or program conflicts at outage execution.

Which companies sponsor visas for project program managers in Pennsylvania?
Large Pennsylvania employers with consistent H-1B visa sponsorship histories for project and program managers include Comcast, Merck, GSK, PNC Financial Services, Vanguard, Lockheed Martin, and SAP America. Healthcare systems such as Jefferson Health and UPMC also sponsor for program management roles tied to clinical operations and technology modernization. Sponsorship activity is concentrated at the enterprise level rather than smaller regional firms.
Which visa types are most common for project program managers in Pennsylvania?
The H-1B is by far the most common visa for project program managers in Pennsylvania, as the role typically qualifies as a specialty occupation when it requires a bachelor's degree or higher in a specific field like business, engineering, or information systems. Candidates from Canada or Mexico may pursue TN visa status under the management consultant category. Intracompany transferees at multinationals may qualify for an L-1B or L-1A depending on their seniority.
Which cities in Pennsylvania have the most project program manager sponsorship jobs?
Philadelphia and its surrounding suburbs, particularly the Route 202 corridor through Wayne, Malvern, and King of Prussia, account for the majority of sponsored project program manager roles in the state. Pittsburgh is the second strongest market, driven by technology, defense, and healthcare employers. Harrisburg has a smaller but steady presence through state government contractors and IT services firms operating on public sector projects.
How to find project program manager visa sponsorship jobs in Pennsylvania?
Migrate Mate filters job listings specifically by visa sponsorship availability, letting you search for project program manager roles in Pennsylvania without sifting through positions that won't consider international candidates. Because sponsoring employers tend to cluster in pharma, financial services, and defense in this state, using Migrate Mate to filter by industry alongside location helps you target the employers most likely to support an H-1B or other work visa.
Are there any Pennsylvania-specific considerations for project program managers seeking visa sponsorship?
Pennsylvania's concentration of life sciences employers along the I-76 corridor means project program managers with pharma or clinical trial experience are particularly competitive for sponsored roles. The state's strong university ecosystem, including Penn, Carnegie Mellon, and Drexel, creates active OPT-to-H-1B pipelines that many regional employers are familiar with. Prevailing wage requirements for H-1B petitions are determined by the metropolitan statistical area, so Philadelphia and Pittsburgh positions carry different wage thresholds.
What is the prevailing wage for sponsored project program manager jobs in Pennsylvania?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
