The Business Development Associate will play a key role in driving pipeline development, supporting capture activities, and strengthening RIVA’s presence across the federal civilian marketplace.
Position Overview
RIVA Solutions is seeking a motivated and hands-on Business Development Associate to support federal growth initiatives across FedCivilian and FedHealth agencies.
This role is designed for a high-performing individual contributor who understands the federal contracting lifecycle — from opportunity identification through capture and proposal submission. The ideal candidate brings 3–5 years of experience in the federal GovCon space, is comfortable navigating government procurement portals, understands Shipley-based methodologies, and thrives in a fast-paced, growth-oriented environment.
This is not a passive support role. The Business Development Associate will attend industry events, agency briefings, and conferences throughout the DMV area to gather intelligence, build relationships, and position RIVA as a trusted partner. Success in this role requires initiative, strategic thinking, persistence, and a willingness to take ownership of opportunity development.
Core Responsibilities
- Identify, qualify, and track federal contract opportunities across FedCivilian and FedHealth agencies
- Utilize government procurement platforms (SAM.gov, GovWin, eBuy, agency forecast sites, etc.) to monitor upcoming bids and market activity
- Support full capture lifecycle activities including opportunity shaping, competitive intelligence gathering, stakeholder mapping, and win theme development
- Assist in coordinating proposal efforts including timeline tracking, content support, compliance reviews, and submission management
- Apply Shipley-based methodologies (or equivalent structured capture frameworks) to support disciplined pursuit strategies
- Attend industry days, conferences, networking events, and agency meetings across the DMV area to gather actionable intelligence and expand relationships
- Develop and maintain relationships within target agencies to understand mission priorities and upcoming initiatives
- Support teaming strategy development and partner engagement
- Maintain CRM systems, pipeline tracking tools, and opportunity documentation
- Conduct agency research and analysis to support strategic growth planning
- Assist in preparing capability briefings, white papers, and customer-facing materials
- Provide regular reporting on pipeline health and capture progress
Minimum Qualifications
- Bachelor’s degree in Business Management, Business Administration, Public Policy, or related field
- 3–5 years of experience in federal government contracting supporting business development and/or capture efforts
- Working knowledge of the federal proposal lifecycle and procurement process
- Experience navigating federal procurement portals (SAM.gov, GovWin, agency forecasts, etc.)
- Familiarity with Shipley methodologies or structured capture processes
- Strong written and verbal communication skills
- Must be local to the DMV area and available for in-person conferences and networking engagements
- Self-starter mindset with ability to manage multiple pursuits simultaneously
Preferred Qualifications
- Shipley Certification (or formal Shipley training)
- Established relationships within FedCivilian and/or FedHealth agencies
- Experience supporting large, strategic federal pursuits ($10M+)
- Experience contributing to proposal content development
