SUMMARY

Reports to the Deputy Director and provides leadership for Accounting and Financial Reporting, Payroll, Travel, and Accounts Payable operations. Ensures these teams operate efficiently and deliver high-quality service while maintaining rigorous internal controls over financial reporting. Stays informed of changes in the operating environment and adjusts strategies to maintain effective operations. Ensures all services comply with relevant laws, regulations, policies, and procedures. Applies project management best practices across all functional activities and maintains quality standards for all deliverables.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

• Provides leadership and oversight of Accounting and Financial Reporting, Accounts Payable, Travel, and Payroll operations within the Management & Financial Services division and across the Board. Ensures accurate receipt and disbursement of funds and preparation of internal and external accounting reports with appropriate internal controls.
• Oversees preparation of financial statements and reports and presentations to the Board's Chief Financial Officer, Chief Operating Officer, Office of Inspector General, and external auditor.
• Ensures accounts payable, travel reimbursements, and bi-weekly payroll are processed accurately, timely, and in compliance with applicable requirements. Oversees vendor management for Board travel and payroll service providers. Provides direction for Board-wide programs including transportation subsidies, relocation, and System Interchange.
• Ensures the Board complies with applicable accounting standards and maintains effective internal controls over financial reporting. Stays current on relevant rules, regulations, policies, and economic, political, and social trends that affect the organization.
• Contributes to the division's strategic planning and program development. Implements programs that support Board objectives and enhance division integration. Builds and sustains a culture of integrity, ethical values, and high-quality service.
• Develops staff capabilities by aligning development activities with evolving needs of the function, division, and Board. Provides coaching, feedback, and support to enable strong performance.

• Provides guidance, coaching, and feedback to, and conducts performance reviews for managers and other direct reports and ensures same is provided to all function staff.
• Responsible for accomplishing approved program objectives for area(s) of responsibility within the financial and personnel resources allocated by the Board and the division's senior management.
• Participates in the development of the division’s strategic plan, goals, and budget. Recommends program objectives and their priorities for area(s) of responsibility.
• Recommends personnel actions involving promotions, reclassifications, merit increases, and reassignments or separations in area(s) of responsibility.

• Ability to operate under pressure to meet deadlines accurately and in a timely manner.

• Has regular contact with all staff in the function(s) to stay connected to the pulse of the division, provide leadership, and act as a role model.
• Has frequent contact with senior staff and other professionals in the division, elsewhere at the Board, and the Reserve Banks regarding matters pertaining to area(s) of responsibility.
• Has frequent contact with members of the Board, both in discussions and through memoranda, regarding matters pertaining to area(s) of responsibility.
• Has frequent contact with individuals from other federal agencies, international organizations, and in the private sector regarding the subject matters in area(s) of responsibilities.

This role requires a bachelor’s degree or equivalent experience in fields of study such as Accounting, Business Administration or a related field and licensure as a Certified Public Accountant (CPA).

Experience:

• 12+ years of professional experience
• 7 years in a leadership or management role
• Demonstrated expertise in leading people, including setting strategy, aligning performance expectations, providing clear and actionable feedback, and developing people.
• Ability to lead and manage staff and projects effectively, set priorities, assess objectives, and make budgetary recommendations.
