Fiscal Analyst 4
Office of Financial Services – Revenue Unit
This is a full-time onsite position located at our DOH facility in Tumwater, WA.
This non-permanent position is part of a project currently expected to conclude on June 30, 2027. The appointment has an anticipated duration of up to nine (9) months and is not expected to extend beyond the project's end date.
The Opportunity
The Office of Financial Services (OFS) is seeking a collaborative and detail-oriented fiscal professional to serve as the principal assistant to the Fiscal Analyst 5, Revenue Supervisor. In this role, the incumbent provides day-to-day guidance and leadership to the Revenue Unit while helping ensure the Department of Health's revenue processes are accurate, timely, and compliant with state laws and fiscal policies. This position plays a critical role in safeguarding agency revenue by ensuring monies received by the department are accurately posted, deposited within required timeframes, and reconciled against financial records. The incumbent also serves as a trusted resource for Department of Health staff by researching and interpreting financial policies, laws, and regulations to provide clear guidance on complex fiscal matters. As the department prepares for the implementation of One Washington (OneWA), this position will also contribute to planning and implementation activities that support the state's new enterprise resource planning system.
Key Responsibilities Include:
Revenue Operations & Financial Oversight
- Ensure all monies received by the Department of Health are accurately posted and deposited within 24 hours of receipt.
- Analyze, reconcile, and maintain revenue records to support accurate financial reporting and accountability.
- Review financial transactions to identify discrepancies and resolve issues in a timely manner.
- Monitor compliance with agency policies, state fiscal requirements, and internal controls.
Leadership & Technical Support
- Serve as the principal assistant to the Fiscal Analyst 5, providing guidance and leadership to Revenue Unit staff.
- Assist with coordinating daily workflow and supporting consistent fiscal processes.
- Provide technical expertise and problem-solving assistance for complex revenue and accounting issues.
- Promote continuous improvement by identifying opportunities to enhance efficiency and accuracy.
Research & Customer Service
- Conduct in-depth research using the State Administrative & Accounting Manual (SAAM), Revised Code of Washington (RCW), and Washington Administrative Code (WAC).
- Respond to fiscal inquiries from Department of Health employees at all organizational levels.
- Interpret financial policies and regulations to provide accurate guidance and recommendations.
- Foster strong customer service by building collaborative relationships with internal partners.
One Washington (OneWA) Implementation
- Participate in planning, business process mapping, and implementation activities supporting OneWA.
- Attend required training and develop proficiency in OneWA processes applicable to the Revenue Unit.
- Support organizational readiness and process improvements associated with the transition to the new enterprise resource planning system.

Option 2: A Bachelor's degree or higher in Accounting, Business Administration or closely allied field; which includes the successful completion of 12 Quarter hours (or semester hour equivalent) college-level coursework in accounting, auditing, budgeting, or finance AND one (1) year of experience in accounting, budget or auditing.
Additional Required Knowledge, Skills, Abilities, and Experience
- Microsoft Excel – to develop and manipulate large or complex spreadsheets; use complex mathematical formulas to calculate data and link worksheets; import data from other sources, filter lists, and create and format charts and graphs.
- Microsoft Word – to create, format, and edit tables, charts and graphs; insert and format sections; create headers and footers; and work with pictures and draw objects.
Preferred Qualifications

Schedule:

Although DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m., this position requires an onsite presence Monday to Friday from 8:00 a.m. to 4:30 p.m. The position would not normally require working in excess of 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance. This position would not normally work an alternate schedule, but requests may be considered and are subject to supervisory approval.
