Software Business Analyst Public Sector – Hawaii
Location: Hawaii (Local candidates preferred) - Hybrid role
Position Summary
We are seeking a highly motivated and detail-oriented Software Business Analyst to join our team supporting large-scale public sector health and human services programs in Hawaii. The ideal candidate is an excellent communicator with strong analytical skills and experience facilitating business and technical discussions, documenting requirements, and collaborating with cross-functional teams throughout the software development lifecycle.
Experience supporting Medicaid or other Health and Human Services programs such as SNAP, TANF, Child Care, or similar government programs is highly desirable.
Key Responsibilities
- Lead and facilitate business discovery workshops and stakeholder interviews to understand business processes, challenges, and objectives.
- Elicit, analyze, validate, and document functional and non-functional business requirements.
- Develop high-quality Business Requirements Documents (BRDs), Functional Design Documents (FDDs), user stories, process flows, use cases, and acceptance criteria.
- Work closely with business stakeholders, product owners, architects, developers, QA teams, and project managers to ensure requirements are clearly understood and implemented.
- Support backlog creation, prioritization, refinement, and grooming in collaboration with Product Owners and Scrum teams.
- Translate complex business needs into actionable user stories and functional specifications.
- Participate in sprint planning, reviews, and UAT activities, ensuring delivered functionality aligns with business expectations.
- Identify requirement gaps, dependencies, risks, and opportunities for process improvement.
- Maintain documentation throughout the project lifecycle and ensure traceability between requirements and delivered functionality.
- Bachelor's degree in Business, Information Systems, Computer Science, or a related field.
- 4–6 years of experience as a Software Business Analyst on enterprise software implementation or modernization projects.
- Excellent written, verbal, and presentation communication skills.
- Proven experience leading discovery sessions and stakeholder workshops.
- Strong experience documenting business and functional requirements.
- Experience working in Agile/Scrum environments.
- Hands-on experience managing and refining product backlogs.
- Proficiency with Azure DevOps (ADO), Jira, or similar Agile lifecycle management tools.
- Strong analytical, problem-solving, and facilitation skills.
- Ability to manage multiple stakeholders and priorities in a fast-paced environment.
- Experience working with State or Federal public sector agencies.
- Experience supporting Medicaid eligibility, Medicaid Management Information Systems (MMIS), Integrated Eligibility Systems (IES), or other Health and Human Services programs.
