Project Background
The One Water Lahaina program has evolved into a comprehensive, integrated water resources framework that now serves as the backbone of Maui County’s recovery strategy following the 2023 Kula and Lahaina Wildfires and subsequent 2026 flooding disasters. Rather than treating wastewater, potable water, stormwater, reuse, and watershed and cultural resources as separate systems, One Water Lahaina aligns them under a single, coordinated approach focused on resilience, long-term service reliability, and recovery outcomes. This integrated model recognizes that wildfire, drought, and flooding impacts are deeply interconnected, and that rebuilding efforts must strengthen the full water cycle to reduce future risk while supporting housing, economic recovery, and ecosystem health.
This integrated water strategy is deeply embedded in the mission of the Office of Recovery (OOR), which was established as the County’s central hub for disaster response and long-term recovery following the federally declared wildfire disaster that secured approximately $1.6 billion in CDBG-DR funding. The OOR is responsible for implementing the County’s Long‑Term Recovery Plan and overseeing a rapidly expanding recovery portfolio that now exceeds $7 billion across housing, infrastructure, public services, and economic development. The five-year Capital Improvement Program through June 2031 alone approaches $1.8 billion and includes major investments in water, wastewater, stormwater, reuse, and transportation systems needed to enable housing delivery and community rebuilding. Subsequent disasters, including the March 2026 Kona Low flooding events, have further increased the scale, funding complexity, and urgency of coordinated water-related recovery efforts.
Within this context, One Water Lahaina functions as both a technical framework and an operational organizing principle for recovery delivery. Through targeted program management, governance, and staff augmentation support, Brown and Caldwell is supporting the County of Maui, Office of Recovery is advancing standardized recovery operations that improve intake, prioritization, sequencing, and delivery of capital projects. This includes establishing clear recovery operations structures, performance dashboards, stakeholder engagement protocols, and delivery assurance practices that support transparency and decision-making across agencies and funding sources. By anchoring recovery operations in a One Water approach, the County is ensuring that rebuilding efforts not only restore damaged systems, but also deliver integrated, resilient infrastructure that supports Maui’s long-term recovery and climate resilience goals.
Role Descriptions
One Water Lahaina Recovery Program Lead:
Responsibilities: Reports to Program Director and works in partnership with Director to define recovery mission, objectives, and outcomes; connects Long-term Recovery Plan and One Water principles to implementation. Supports director in building strong and high functioning team to execute and deliver support for Recovery Operations from a One Water Strategy context, and ensures program coherence to OOR overall objectives. Must have overall and general understanding of capital improvement programs and project implementation (conception to construction to commissioning), municipal organizations, and County of Maui client and community. Additionally, supports and provides best practices in Business Consulting and organizational change. This role will require being in the client and/or the Brown and Caldwell Wailuku office 2 to 3 days per week (16 to 24 hours per week). The succession planning strategy is for this role to grow into the Director of the Office of Recovery, One Water Lahaina Program.
Pacific Area Business Strategy Lead:
Responsibilities: Work directly with the Area Director and Local Market Leaders to develop, implement and manage the resourcing strategy to support the projected growth for all Pacific Area markets with an initial focus on the Maui market. This will require coordination with Client Service Managers, Practice Leaders and Local Market leaders to define resource needs based on current contracted sales and projected opportunities to develop, implement and manage a long-term strategy for recruiting new talent, developing existing talent and succession planning. This role will also lead our local Finance and Funding service areas in coordination with our national team. This will be performed in collaboration with our local and national Advisory Services group.
Other core responsibilities include:
- Lead targeted and/or comprehensive business assessments and development of implementation strategies and plans for our clients to enhance their operations and efficiency.
- Lead efforts to support Client’s development of comprehensive planning approaches and practices that connect strategic goals and objectives to implementation.
- Lead development of guidelines, processes, and procedures for client assigned functional areas to bolster operational efficiency and effectiveness.
- Lead organizational development and management services for clients to achieve organizational excellence.
- Identify and assess potential risks to both BC and client organization, and ensure proper governance and policy development.
- Contribute to the development and continuous improvement of company standards and best practices.
- Flexibility to adapt and execute various additional assignments based on evolving needs.

A relevant degree or equivalent experience in business administration, management, communications or a related field.

Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.
