Align your credentials to specialty occupation standards
Program Development Manager roles at Brown and Caldwell typically require a degree in civil or environmental engineering, environmental science, or a closely related field. Make sure your transcripts and any foreign credential evaluations clearly map to that requirement before you apply.
Target offices tied to large infrastructure programs
Brown and Caldwell staffs Program Development Managers against specific client programs, often in water, wastewater, and environmental sectors. Research which regional offices are actively growing those practice areas, since hiring managers with active programs are far more likely to move on sponsorship.
Clarify sponsorship scope during the initial interview
Consulting firms frequently sponsor H-1B transfers for experienced candidates but are less consistent with new cap-subject petitions. Ask directly whether the role supports an H-1B transfer, a new lottery registration, or both, so you understand your timeline before the offer stage.
Understand how PERM timing affects your career track
If your goal is a Green Card through EB-2 or EB-3, Brown and Caldwell's PERM process typically begins after you've demonstrated performance in role. Factor in DOL prevailing wage requirements and potential multi-year PERM timelines when evaluating an offer.
Use OPT or CPT to build consulting experience first
F-1 candidates who complete internships or co-ops on CPT in environmental or infrastructure consulting arrive with client-facing experience that directly matches what Brown and Caldwell looks for in Program Development Managers, strengthening both your candidacy and your H-1B sponsorship case.
Find open roles using Migrate Mate's sponsorship filters
Browsing generic job boards makes it hard to separate roles where sponsorship is realistic from roles where it isn't. Use Migrate Mate to filter Program Development Manager openings at Brown and Caldwell by visa type so you apply only where your status is already a fit.

Find Program Development Manager at Brown and Caldwell JobsFrequently Asked Questions
Does Brown and Caldwell sponsor H-1B visas for Program Development Managers?
Yes. Brown and Caldwell has sponsored H-1B visas for professional roles including Program Development Managers. Sponsorship is most straightforward for candidates who already hold H-1B status with another employer, since a transfer avoids the annual lottery. New cap-subject petitions are possible but depend on the role's timeline and the April registration window.
How do I apply for Program Development Manager jobs at Brown and Caldwell?
Applications go through Brown and Caldwell's careers portal. Tailor your resume to highlight program leadership, client development, and technical depth in water, environmental, or infrastructure sectors. Disclose your visa status early, ideally in a cover note, so hiring managers can confirm sponsorship eligibility before investing time in interviews. Migrate Mate surfaces these openings filtered by sponsorship type, which simplifies the search.
Which visa types does Brown and Caldwell commonly use for Program Development Manager roles?
H-1B is the most common pathway for Program Development Managers at Brown and Caldwell. F-1 OPT and CPT are used for students and recent graduates entering consulting. TN visas apply to Canadian and Mexican nationals in qualifying professional categories. For long-term employees, Brown and Caldwell has supported EB-2 and EB-3 Green Card sponsorship through the PERM labor certification process.
What qualifications does Brown and Caldwell expect for Program Development Manager roles?
Most openings require a bachelor's degree or higher in civil engineering, environmental engineering, environmental science, or a related technical field. Beyond the degree, Brown and Caldwell looks for demonstrated experience leading complex infrastructure or environmental programs, managing client relationships, and coordinating across multidisciplinary teams. Professional licensure such as a PE is often valued but not always required at entry to the role.
How do I plan my timeline if I need H-1B sponsorship for a Program Development Manager position?
The H-1B cap registration opens each March for an October 1 start date, so a role accepted in early spring aligns cleanly with that window. If you're transferring an existing H-1B, work can begin as soon as USCIS receives the petition. Build in time for Brown and Caldwell to complete the Labor Condition Application with DOL before the petition is filed, which typically takes one to two weeks.
