JOB TITLE: Director of Human Resources
REPORTS TO: Assistant Superintendent of Human Resources
JOB SUMMARY
Provides strategic leadership in human resources to protect the district from legal risk while overseeing the development, implementation, and management of human resource services, policies, and programs. Advises administrators on human resource matters and leads the design, training, and ongoing management of employee evaluation systems to ensure compliance, consistency, and continuous improvement. Leads recruitment, talent development, and professional growth initiatives to attract, retain, and develop a high-quality workforce.
DUTIES/RESPONSIBILITIES:
ESSENTIAL DUTIES
1. Leadership & Staff Management
- Oversees and manages the human resources staff and Teacher-in-Residency Coaches.
- Facilitates, investigates, and resolves staff complaints, concerns, and grievances.
- Oversees the district random drug testing program.
- Conducts quality assurance and calibration of the teacher evaluation system.
2. Recruitment & Talent Management
- Leads district recruitment processes, including personnel records, background checks, vacancy postings, and applicant tracking systems, ensuring accuracy, compliance, and high-quality hires.
- Oversees recruitment, screening, training, and placement of substitute personnel, coordinating with multiple vendors to secure consistent coverage.
- Oversees the execution of the district hiring fair to ensure a diverse representative talent pool.
- Manages the talent-ed recruit and hire system and assists with application screening.
- Administers support staff personnel policies and employment agreements in alignment with district needs, board policies, and budget parameters.
- Monitors human resource information (e.g. district human resource webpage, postings) for accuracy and relevance.
3. Evaluation & Professional Development
- Facilitates onboarding, training, and workshops for new administrators on evaluation processes.
- Provides ongoing guidance and support to principals, assistant principals, and other certified staff on teacher and leader evaluation systems.
- Oversees evaluation tools for principals, assistant principals, librarians, counselors, coaches, activities directors, and social workers.
- Designs and develops training modules for new teacher orientation and professional growth programs.
- Conducts quality assurance and calibration of evaluation systems, incorporating updates and modifications annually.
4. Policy, Compliance & Legal Affairs
- Reviews and monitors human resource policies, programs, and practices to ensure compliance with federal and state regulations (e.g., ADA, FMLA, FLSA).
- Interprets salary schedules and benefits, advising employees on retirement, policies, procedures, and related inquiries.
- Prepares responses for legal inquiries and investigations (e.g., EEOC, DOL) and collaborates with district legal counsel.
- Represents the district during grievance meetings, labor negotiations, unemployment hearings, and depositions.
5. Reporting & Strategic Oversight
- Prepares and delivers periodic reports to leadership on strategic goals and key metrics, including recruitment, retention, turnover, and diversity initiatives.
- Continuously assesses district personnel needs and communicates updates to supervisors.
- Maintains personnel data and reports for local, state, and national requirements.
- Assists in the development and monitoring of the annual human resource budget.
6. Employee Recognition & Engagement
- Organizes the support staff of the year recognition program.
- Oversees the district recruitment fairs.
- Coordinates with the health service coordinator on the development and implementation of the district wellness plan.
MARGINAL DUTIES
- Serves as a resource for the workmen’s compensation coordinator.
- Represents human resources at support staff advisory meetings.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree required; Master’s degree preferred in school leadership, education administration, or a related field. Missouri administrator certificate required; superintendent certificate preferred, issued by the Missouri department of elementary and secondary education (DESE).
Experience: Minimum of three years of experience in personnel administration, human resources, or a related field; k–12 education experience preferred.
