Align your credentials with Texas licensure requirements
Texas Health and Human Services Commission COO roles often require familiarity with state-specific regulatory frameworks. Verify that any foreign professional credentials or graduate degrees are evaluated by a NACES-recognized organization before you apply.
Target your application to public sector hiring cycles
State agency COO postings follow Texas state government hiring calendars, which differ from private sector timelines. Applications submitted outside active budget approval periods are less likely to move quickly through the approval chain.
Demonstrate fluency in Medicaid and CHIP operations
Texas HHSC administers Medicaid and CHIP at massive scale. Candidates who can show direct experience managing operations within these programs stand out, because the agency hires COOs who can lead without a long onboarding runway.
Clarify H-1B specialty occupation framing early
For a COO role at a state health agency, your H-1B petition must clearly establish that the position requires a specific bachelor's degree or higher in a specialized field. Work with your prospective employer to document the role's academic requirements before USCIS filing begins.
Plan around standard H-1B cap and filing windows
If you are not currently in H-1B status, registration opens in March for an October 1 start. Build your timeline backward from that date so your offer, Labor Condition Application filing with DOL, and I-129 petition are all sequenced correctly.
Use Migrate Mate to surface active COO openings
State agency postings are scattered across multiple job boards and often close quickly. Use Migrate Mate to find COO roles at Texas Health and Human Services Commission that are actively open for visa-sponsored candidates, so you are not chasing listings that have already filled.

Find COO at Texas Health and Human Services Commission JobsFrequently Asked Questions
Does Texas Health and Human Services Commission sponsor H-1B visas for COOs?
Yes, Texas Health and Human Services Commission does sponsor H-1B visas for COO roles. As a state government agency, it is exempt from the annual H-1B cap, which means sponsorship is not tied to the March lottery window. That exemption gives qualified candidates a more predictable pathway than private sector employers subject to the cap.
How do I apply for COO jobs at Texas Health and Human Services Commission?
Applications go through the Texas state government's CAPPS Recruit portal, where roles are posted under the Health and Human Services Commission. Roles at this seniority level move through multiple review stages, including HR screening and executive panel interviews. Migrate Mate aggregates these openings in one place so you can identify which COO postings are currently active before starting your application.
Which visa types are commonly used for COO roles at Texas Health and Human Services Commission?
The H-1B is the primary visa used for COO roles at Texas HHSC. Because it is a government employer, it qualifies as a cap-exempt institution, removing lottery uncertainty. Candidates already holding TN, O-1, or Green Card status can also apply, and the agency's HR team is experienced with the documentation required for each category.
What qualifications and experience are expected for a COO role at Texas Health and Human Services Commission?
The agency typically looks for senior leaders with a master's degree in public health, health administration, or a related field, combined with substantial experience managing large healthcare operations. Familiarity with Medicaid managed care, Texas state procurement rules, and multi-division budget oversight is treated as a functional requirement rather than a preference for most COO postings.
How do I estimate the timeline from job offer to starting work on an H-1B at Texas Health and Human Services Commission?
Because Texas HHSC is cap-exempt, your employer can file an H-1B petition at any point in the year. After you receive an offer, the employer files a Labor Condition Application with DOL, which takes up to seven business days, followed by the I-129 petition with USCIS. Standard processing runs three to five months, but premium processing reduces USCIS adjudication to 15 business days.
