Document your degree's field equivalency early
PERM requires that your degree field match the job's educational requirement. If your communications or journalism degree was awarded outside the U.S., get a credential evaluation done before you start applying so employers aren't surprised mid-process.
Target in-house PR teams over agencies
Corporate communications departments at publicly traded companies file PERM more consistently than boutique PR agencies, which often lack the HR infrastructure for multi-year green card sponsorship. Prioritize companies with dedicated legal or immigration compliance teams.
Search green card sponsors on Migrate Mate
Filter PR Specialist roles by employers with active EB-2 or EB-3 filing history. Migrate Mate surfaces companies that have already sponsored this occupation, so you can focus outreach on employers who've cleared the PERM process before.
Verify the prevailing wage before accepting an offer
Your offered salary must meet or exceed the DOL prevailing wage for PR Specialists in that metro area. Use the OFLC Wage Search to look up the Level I through Level IV wage ranges for your specific location before negotiating compensation.
Understand how EB-2 and EB-3 affect your wait time
PR Specialist roles can qualify under EB-3 as skilled workers or EB-2 if the position requires an advanced degree. Your country of birth determines whether EB-2 or EB-3 moves faster for you, since priority date backlogs differ significantly by category.

Find Pr Specialist JobsPr Specialist Green Card Sponsorship: Frequently Asked Questions
Can a PR Specialist role qualify for EB-2 green card sponsorship?
Yes, if the employer's minimum requirement for the position is an advanced degree, or a bachelor's degree plus five or more years of progressive experience that USCIS treats as the equivalent of an advanced degree. Standard PR Specialist postings requiring only a bachelor's typically fall under EB-3, but senior or specialized roles with an advanced degree requirement can qualify for EB-2.
How does green card sponsorship differ from H-1B for PR Specialists?
Green card sponsorship through PERM and I-140 is permanent rather than temporary. There's no annual lottery at the EB-3 level, no six-year cap on your status, and the employer is sponsoring you for lawful permanent residency, not a fixed work period. The tradeoff is time: PERM labor certification alone can take six to twelve months before USCIS even receives the I-140 petition.
Which employers sponsor PR Specialists for green cards most often?
Large corporations with in-house communications departments, healthcare systems, universities, and financial institutions file PERM for PR roles more consistently than small agencies. These employers have established immigration programs and legal teams that can manage the multi-step PERM process. Use Migrate Mate to identify companies with verified EB-2 or EB-3 filing history for communications and PR occupations specifically.
What does the PERM process require from the employer for this role?
The employer must conduct DOL-mandated recruitment to demonstrate no qualified U.S. workers are available for the PR Specialist position. This includes job postings, Sunday newspaper ads, and internal notices over a defined recruitment period. The employer then files ETA Form 9089 with DOL. You can't self-petition under PERM; the employer drives the entire labor certification filing.
Does the O*NET classification for PR Specialist affect green card eligibility?
O*NET classifies Public Relations Specialists under a job zone requiring at least a bachelor's degree, which supports EB-3 professional classification. The O*NET profile also documents the specialized knowledge and analytical skills associated with the role, which employers and immigration attorneys use when building the PERM job description to ensure it accurately reflects the position's actual requirements.
