Document your supervisory scope before applying
PERM requires the employer to define the job duties precisely. Gather evidence of your direct reports, budget authority, and program outcomes now so you can verify the role description matches your actual experience during I-140 review.
Target employers with PERM filing history
Healthcare networks, social services agencies, and federal contractors file PERM for Program Supervisor roles far more often than small nonprofits. Filtering by industry before applying saves months of negotiating sponsorship with employers who have no established process.
Clarify whether EB-2 or EB-3 fits your credentials
EB-2 requires a master's degree or a bachelor's plus five years of progressive experience in program management. If your degree is in a related field and your experience is supervisory, ask your prospective employer to assess both categories before the PERM job description is drafted.
Search green card sponsoring employers on Migrate Mate
Migrate Mate filters Program Supervisor jobs by employers with active green card sponsorship history, so you're not guessing which postings will actually lead to PERM. Start your search there to reach the offer stage faster.
Negotiate sponsorship timing before accepting an offer
Employers typically begin PERM only after you've proven yourself in the role, often six to twelve months in. Confirm the expected timeline and whether the company will cover filing fees before you sign, not after you've already started.
Verify prevailing wage before PERM is filed
Your employer must pay at least the DOL prevailing wage for your job title and location. Use the OFLC Wage Search to look up the Level I through Level IV wage for Program Supervisor in your metro area and confirm your offered salary meets or exceeds it.
Green Card Program Supervisor: Frequently Asked Questions
Does a Program Supervisor role qualify for EB-2 or EB-3 green card sponsorship?
Program Supervisor typically qualifies under EB-3 as a skilled worker when a bachelor's degree is the stated requirement. It can qualify under EB-2 if the employer demonstrates the role requires an advanced degree or if you have a bachelor's plus at least five years of progressive program management experience. The employer's PERM job description determines which category applies.
How does green card sponsorship differ from H-1B for a Program Supervisor?
Green card sponsorship through PERM leads to permanent residency, not a temporary status tied to employer renewal cycles. There's no annual lottery at the EB-3 level for most countries, and the employer's commitment is permanent rather than renewed every three years. The tradeoff is timeline: PERM labor certification alone can take six to eighteen months before the I-140 petition is even filed.
Which employers commonly sponsor Program Supervisors for a green card?
Healthcare systems, behavioral health agencies, workforce development organizations, and federal contractors file PERM for Program Supervisor roles with regularity. These sectors have established HR processes for sponsorship, dedicated immigration counsel, and long-term staffing needs that make multi-year sponsorship commitments practical. Migrate Mate surfaces these employers specifically, filtered by sponsorship history, so you're not cold-applying to companies with no track record.
What does the PERM labor certification process involve for this role?
Your employer files an Application for Permanent Employment Certification with DOL, documenting that they recruited U.S. workers for the position and found no qualified applicants. The job requirements in the PERM filing must match your actual duties and credentials. DOL reviews and certifies the application, which your employer then uses to file the I-140 immigrant petition with USCIS on your behalf.
Can I switch employers mid-process if my green card is in progress?
Once your I-140 is approved and your priority date is more than 180 days old, portability rules under AC21 allow you to move to a same or similar occupation without losing your place in the green card queue. Program Supervisor to a comparable supervisory or program management role at a new employer generally qualifies, but USCIS reviews the occupational similarity before approving the transfer.
