Align your credentials with specialty occupation standards
EB-2 eligibility for project controls roles requires a relevant advanced degree in engineering, construction management, or a related field. Pull your O*NET occupation profile to confirm the degree fields DOL recognizes as qualifying before you start targeting employers.
Target employers with active PERM filing histories
Use Migrate Mate to filter Project Controls Specialist roles by employers who have filed PERM labor certifications before. Repeat filers have established in-house or outside counsel processes, which shortens the time from offer to filing.
Request the prevailing wage tier early in negotiations
Your employer must pay at least the DOL prevailing wage before USCIS approves your I-140. Check the OFLC Wage Search for your specific SOC code and location so you can negotiate an offer that clears the wage requirement without renegotiating after filing starts.
Document your earned value and scheduling software experience
PERM audits frequently target project controls roles because the duties can overlap with general management. Build a file of signed letters, performance reviews, and project records that tie your Primavera P6 or Deltek Acumen experience to the specific duties in the job description.
Understand how backlog countries affect your EB-3 timeline
EB-3 has no annual cap for most nationalities, but applicants born in India or China face priority date backlogs that can extend wait times by years. Check the USCIS Visa Bulletin before accepting an offer to map your realistic path to adjustment of status.
Confirm your employer will sponsor concurrent I-140 filing
Some project controls employers file the I-140 only after PERM is certified, adding six to nine months to your timeline. Ask during the offer stage whether they'll file concurrently and whether they'll cover premium processing on the I-140 to lock in your priority date faster.

Find Project Controls Specialist JobsProject Controls Specialist Green Card Sponsorship: Frequently Asked Questions
Which EB category fits Project Controls Specialist roles?
Most Project Controls Specialist positions qualify under EB-3, which covers professionals with a U.S. bachelor's degree or foreign equivalent in a relevant field such as engineering or construction management. If your role requires a master's degree or you hold an advanced degree with substantial specialized experience, EB-2 may apply. Your employer's immigration counsel will determine the correct category based on the minimum requirements written into the job description.
How does green card sponsorship differ from H-1B for this role?
An H-1B is temporary and subject to the annual lottery cap, which creates uncertainty at the start of every registration cycle. A PERM-based green card, by contrast, leads to permanent residency and has no lottery. The tradeoff is timeline: PERM labor certification plus I-140 adjudication typically takes one to three years before you can file for adjustment of status, compared to an H-1B that can start within a few months of an offer.
What does the PERM recruitment process look like for project controls roles?
Before filing PERM, your employer must run a mandatory recruitment campaign, including job postings, newspaper ads, and internal notice, to demonstrate no qualified U.S. workers are available. For project controls positions, DOL may scrutinize whether the role truly requires a degreed specialist rather than an experienced technician. A well-drafted job description that ties duties to specialized education is critical to passing that review.
How do I find employers who actively sponsor green cards for this role?
Search Migrate Mate to filter Project Controls Specialist openings by employers with confirmed PERM or EB sponsorship history. Focusing on employers who have sponsored before significantly reduces the risk of an offer falling through because a company's legal or HR team is unfamiliar with the PERM process, which is one of the most common reasons sponsorship stalls after an offer is made.
Can I change employers after my I-140 is approved?
Yes, under AC21 portability rules you can change to a same or similar occupation after your I-140 has been approved and your adjustment of status application has been pending for at least 180 days. Project controls and related planning or scheduling roles often qualify as same or similar occupations, but you'll want your new employer or counsel to confirm the SOC codes align before you resign from your sponsoring employer.
